Regional leadership on Monitoring, Evaluation, Accountability and Learning (MEAL) - Develop a regional framework for SAf and appropriate systems for regional-level consolidation of global output data and impact indicators.
- Manage the design and implementation of 1-2 strategic reviews and evaluations across the region each year.
- Provide regional-level oversight to SAf requirements on annual outcomes assessments and final evaluations.
- Facilitate standardised methodologies for impact assessment work across SAf, focusing on relevant themes/contexts for Impact Assessment including, DRR, humanitarian, essential services, sustainable livelihoods, governance, campaigns and advocacy work.
- Map relevant data/research from external sources that can be harnessed for programme analysis and learning purposes, and build relationships with relevant research and other institutions to do so.
- In collaboration with the DRD, explore external funding possibilities for strategic research and evaluation work that enhances programme effectiveness.
Capacity building support on MEAL
- Develop a toolkit and guidelines for impact assessment cycle within SAf programmes.
- Matrix management of country MEAL/programme quality staff in technical aspects of their work.
- Provide support to relevant regional technical/thematic advisers to ensure that they are able to provide effective support around monitoring and evaluation in their areas of work.
- Work with country and regional teams to support Monitoring, Country and Regional Learning Reviews.
- Provide and/or facilitate relevant support through training and accompaniment to significant MEL process to relevant country programmes.
- Support programme teams to develop and work towards relevant Oxfam International programme quality standards for their own work, drawing on learning from previous programme experience and best practice available in comparable fields.
- Support line managers to assess, monitor and systematise programme quality against appropriate minimum standards.
- Support programme teams to work with partners and communities on identification and design of programmes that both build on learning about what works and what doesn't in bringing change, the priority needs , concerns and capacities of women and men living in poverty.
- Provide concise written briefs to enable programme managers to follow up on key quality issues throughout the programme cycle (appraisal, programme design, implementation, monitoring and evaluation).
- Facilitate a network of practice across programmes on monitoring, evaluation, accountability and learning and act as a 'helpdesk' for queries on MEAL processes methodologies etc for the region.
Partnership development and management
- Support programme teams to meet Oxfam International partnership standards as outlined in the Partnership Policy.
- Support managers to access appropriate legal and audit guidance (in country or Oxfam House) where partnership status and requirements need further clarification.
- Provide support to focus country and Regional programmes to develop a small number of indicators of successful partnership, measurements and means of verification.
- Support the development of a system for documenting and sharing information and learning on partnership practice.
- Support managers to put in place systems that will support staff to make sound judgements for working towards effective partnership and empowerment of partners.
- Provide advice on delivery of country partnership capacity building plans.
Embedding programme quality within SAf
- Work with the DRD to identify ways in which to build a culture of evidence-based decision-making within SAF.
- Play a key role in synthesising programme learning information to support understanding of the effectiveness of our work, any key gaps and weaknesses and strategic programme priorities, to support the Regional Management Team.
- Provide support particularly in documentation of learning/processes around programme quality improvement particularly on building accountability to beneficiaries, gender mainstreaming, and Oxfam's one programme approach.
- Organise shared learning opportunities in order to highlight best experiences as well as share innovations and new ways of assessing impact.
- Any other support to programme management team around designing and development of processes and initiatives to support strategic planning, programme development, evaluation and learning as required
- Demonstrable understanding and direct experience of long-term development, humanitarian and/or campaigns and advocacy work preferably at management level.
- Strong operational management ability with a clear focus on results delivery; competent to work with significant levels of autonomy, showing creativity and initiative and ability to prioritise strategically.
- Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice
- Evidence of leadership of impact assessment processes within an INGO or other institution.
- Excellent understanding of gender issues and ability to provide technical advice in relation to gendered MEL processes
- Understanding of a broad range of programme quality issues and the practical issues faced by programme managers in demonstrating impact.
- Strong conceptual, analytical and critical thinking.
- Demonstrable experience of developing and delivering successful training and staff development initiatives and in coaching teams.
- Ability to lead and motivate others, strong self awareness and interpersonal and communications skills.
- Strong influencing skills, demonstrable ability to contribute to teams and to work with and influence people from diverse backgrounds
- Proven experience of successful external representation and influencing on programme issues with key allies and networks.
- Ability to design and deliver materials and resources which are practical and accessible to practitioners and managers.
- Ability to travel up to 50% of the time from the regional base.
