Position Title: Program Manager II - Senior Nutrition Advisor, Food Security and Economic Resilience Project

Introduction

CRS seeks a qualified candidate for Senior Nutrition Advisor for an upcoming USAID-funded, multi-year food security/agricultural development project in Zambia. The Senior Nutrition Advisor will be responsible leading all nutrition activities and overseeing a comprehensive and quality nutrition strategy for the project..

The proposed program, with an expected value in excess of $15-20 million, will improve food security of the most vulnerable rural households in Eastern Province, and potentially Northern and Central Provinces, of Zambia. In particular, this project wills seek to improve the participation of the rural poor in economic growth and improve their overall economic and nutritional status. Employing an integrated approach that links agricultural growth, nutrition, and economic resilience efforts, the project will address all aspects of food insecurity in rural areas by increasing vulnerable household participation, especially women, in agricultural markets and the rural economy, improving their nutritional levels and improving household assets and income. The project will be implemented through a consortium of international and national agencies, in close cooperation with the Zambian Government (GRZ).

Major Responsibilities

The Senior Nutrition Advisor will oversee and guide all nutrition activities for the program. S/he must effectively manage relationships with CRS and partner staff to establish and oversee a comprehensive nutrition strategy for the program. S/he will also serve as the point person for nutrition with the donor, and be responsible for coordinating and preparing all required reports.

Specific Job Responsibilities

I. Program Quality:

1. Serve as the Nutrition Technical Lead for CRS and partners.

2. Oversee and ensure the successful implementation of nutrition activities under the project.

3. Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.

4. Use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.

5. In collaboration with M&E team, develop and implement strong M&E systems for nutrition using CRS tools and resources to maximize project impact on beneficiaries.

6. Collaborate with other CRS programs to ensure effective program coordination/sharing of shared resources.

7. Assist with the development of complementary food security programming as appropriate.

8. Maintain up to date documentation related to project approval, monitoring and implementation.

9. Develop good working relations with partner organizations. Exchange information and experiences and contribute actively to a nutrition learning community within CRS and among partner organizations.

II. Management and Administration:

1. Serve as the primary nutrition point of contact for USAID/Zambia.

2. Prepare and submit required donor project narrative report., quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters.

3. Provide regular updates to government and non-government coordination bodies as requested.

4. Contribute to monthly and quarterly reports to USAID.

5. Ensure proper financial management systems are in place and followed in coordination with the country program finance team.

6. Ensure grant management compliance with donor regulations.

7. Ensure timely acquisition of project inputs through close collaboration with the country program procurement staff.

8. Prepare finance reports for projects under his/her supervision.

9. Review and analyze budget comparison reports and take necessary steps to ensure proper management and utilization of budgets.

III. Human Resource Management:

1. Lead, manage, supervise, and mentor a team of nutrition staff.

2. Identify training needs for nutrition staff under his/her supervision and support nutrition capacity building through CRS trainings, non-CRS trainings, exchange visits/TDYs, and e-learning.

3. Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

4. Continuously support the professional development of his/her team by providing clear orientation, feedback and learning opportunities.

Key Working Relationships

Internal: Country Representative, Head of Programming, Chief of Party, and other Senior Technical Advisors.

External: Consortium agencies, donor representatives, GRZ representatives (national, provincial and district levels); other stakeholders working in nutrition.

Qualifications and Skills

1. Graduate degree in public health and/or nutrition.

2. Minimum five years experience working in international development or nutrition programs. Experience working with USG grants preferred.

3. Strong technical capacity in health and nutrition, with knowledge of best practices and guidelines.

4. Understanding of donor expectations and trends for nutrition.

5. Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting.

6. Demonstrated ability to lead and work effectively with partners, and transfer knowledge to diverse audiences through workshops, training, meetings, and participatory methods

7. Excellent analytic, organizational and computer skills; skilled in MS Office including Word, Excel, Outlook, PowerPoint and Access.

8. Ability to work both independently and in a team.

9. Willingness and ability to travel approximately 20% of time within country.

10. Excellent English oral and written communication skills required.

11. Ability to lead a multi-cultural team with a high level of respect for local culture.
