PATH is an international nonprofit organization that creates sustainable, culturally relevant solutions, enabling communities worldwide to break longstanding cycles of poor health. PATH's mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors.

In the last several years, remarkable progress has been made in fighting Malaria worldwide. Advancements in prevention and treatment have resulted in marked reductions in illness and death. Eliminating malaria is achievable using existing tools and a focused strategy, and the Malaria Control and Evaluation Partnership in Africa (MACEPA), a program at PATH, is working with its national partners to chart the forward through the development of an evidence-based framework to guide countries through a comprehensive set of program interventions to elimination.

As part of MACEPA’s support to the Government of Senegal’s Ministry MACEPAseeks to hire a Malaria Focal Point who will be based in the District of Richard Toll and work closely with the MACEPA’s team based in Dakar to mobilize local stakeholders: district health management teams, private health facilities (such as the Senegal Sugar Company), private pharmacies and community stakeholders to support implementation of interventions for malaria elimination in the District of Richard Toll level.

Responsibilities:

Participate in all meetings, training and supervision related to malaria elimination in the District of Richard Toll.

Produce a monthly report of monitoring activities in the District

At health posts:

  • Monitor and support implementation of activities in the agreed action plan.
  • Coordinate the collection of (a) weekly epidemiological data of all health posts, and (b) entomological data, pluviometric data or the integrated monitoring sites.
  • Coordinate the investigation around all confirmed local transmitted cases identified by health posts, and ensure that the team led by the health post chief (health staff and relay) proceeds with the screening of all persons in the household of the index case and in the five (5) surrounding concessions; and treat with ACT those persons found positive symptomatic or asymptomatic.

At health huts level and relays:

  • Ensure that the data of health huts are promptly reported to the relevant health posts.
  • Coordinate with the Health Post chief to support the investigation and monitoring of confirmed cases identified by health posts that are suspected to be locally transmitted, and not imported. (Household and around 5 concessions).

With private structures (Sugar company and pharmacies):

  • Ensure that monitoring data of private health facilities are reported in a timely fashion and are integrated into the general data monitoring of district.

With community stakeholders:

  • Ensure that monitoring data are shared with Community Health Organizations (CBOs), health committees, local councils and local communities in order to maintain their commitment to malaria elimination in the District of Richard Toll.
  • Ensure that CBOs, health committees, the mayor, local authorities are invited to participate in coordination meetings as appropriate.

Required Skills

  • Excellent computer skills using MS Word, Excel, and Outlook—must have demonstrable ability to format documents, prepare charts and manage data; experience with MS Access preferred
  • Basic accounting or bookkeeping skills
  • Highly organized and detail oriented
  • Excellent verbal and written communications skills to include conflict resolution, priority management and managing expectations of multiple partners.
  • Highly organized, flexible, and adaptable to changing priorities and ability to work well under deadlines.
  • Work in team situation with minimum supervision
  • Ability to communicate with health posts, relays
  • Fluency written and spoken in Wolof, Pulaar and French; English language skills highly desired.
  • Able to be in the field for at least 10 days/month

Required Experience

  • High school diploma required, university degree preferred. ( “Technicien Supérieur de Santé Publique”)
  • Field experience of at least five (5) years.
  • Experience working with, coordinating and supervising multiple stakeholders and community health workers.
  • Knowledge of the District of Richard Toll.

La mission de PATH est d’améliorer la santé des personnes partout dans le monde par l’avancement de la technologie, le renforcement des systèmes, et l’encouragement des comportements sains.

Dans les dernières années passées, des progrès remarquables ont été faits dans la lutte contre le paludisme dans le monde. Des avancées dans la prévention et le traitement ont abouti à une forte baisse des malades et des morts liés au paludisme. L’élimination du paludisme est possible en utilisant les outils existants et une stratégie ciblée. Le Partenariat pour le Control et l’Evaluation du Paludisme en Afrique (MACEPA), un programme à PATH, travaille avec ses partenaires nationaux pour tracer la voie vers le développement d’un cadre d’un ensemble d’interventions basées sur l’évidence en vue de guider les pays vers l’élimination.

Dans le cadre des appuis de MACEPA au gouvernement du Sénégal, MACEPA recrute un Point Focal pour le Paludisme qui sera basé à Richard Toll et qui travaillera avec l’équipe de MACEPA basée à Dakar, pour mobiliser les partenaires locaux: l’Equipe Cadre du District sanitaire , les structures privées de santé (comme la Compagnie Sucrière du Sénégal), les pharmacies privées et les partenaires communautaires pour appuyer la mise en œuvre des interventions pour l’élimination du Paludisme dans le district de Richard Toll.

Responsabilités:

Participer à toutes les réunions, formations et supervisions en rapport avec l’élimination du Paludisme dans le District de Richard Toll.

Produire un rapport mensuel des activités de suivi dans le District

Au niveau des postes de santé

  • Suivre et assister la mise en œuvre des activités du plan d’action validée.
  • Coordonner la collecte de (a) données épidémiologiques hebdomadaires de tous les postes de santé, et (b) données entomologiques, et des données pluviométriques dans les cinq (5) sites intégrés de surveillance
  • Coordonner l’enquête autour de tous les cas autochtones de paludisme identifiés par les postes de santé et s’assurer que l’équipe dirigée par le Chef de poste (Personnel de santé et relais) procède au test de toutes les personnes habitant dans le ménage du cas en question et ceux des cinq (5) concessions autour ; et traiter avec de l’ACT les personnes testées positives symptomatiques ou asymptomatiques.

Au niveau de la case de santé et des relais

  • S’assurer que les données des cases de santé sont promptement rapportées aux postes de santé appropriées
  • Coordonner avec le Chef du Poste de Santé pour appuyer l’enquête et le suivi des cas autochtones confirmés identifiés par les cases de santé. (Ménages des cas et 5 concessions autour)

Avec les structures privées (Compagnie Sucrière, Pharmacies)

  • S’assurer que les suivis des données des centres de santé privés sont rapportés à temps et sont intégrés dans le Suivi général des données du District

Avec les partenaires communautaires

  • S’assurer que les données de surveillance sont partagées avec les Organisations à base Communautaire (OCB), les comités de santé, les conseillers locaux et les communautés locales, pour maintenir leur engagement pour l’élimination du paludisme dans le district de Richard Toll
  • S’assurer que les OCB, les comités de santé, le maire, les autorités locales sont invités à participer dans les réunions de coordination.

Compétences Requises

  • Excellente aptitude en informatique avec l’utilisation de MS Word, Excel, et Outlook doit avoir la capacité de mettre en forme un document, préparer des tableaux et gérer des données; une expérience avec MS Access souhaitée
  • Compétences de base en comptabilité ou en tenue de livres comptables
  • Etre très organisé et avoir une attention particulière aux détails
  • Excellente aptitude en communication verbale et écrite, y compris la résolution de conflit, la gestion des priorités et la gestion des attentes de partenaires multiples.
  • Très organisé, flexible, et souple aux changements de priorité et capacité à bien travailler sous pression.
  • Travailler en équipe avec un minimum de supervision
  • Capacité de communiquer avec les postes de santé et les relais communautaires
  • Parler et écrire couramment, le Wolof, le Pulaar et le français; compétences en anglais souhaitées.
  • Disposé à passer 10 jours par mois sur le terrain

Expérience Requise

Diplôme de Technicien Supérieur de Santé Publique avec une expérience sur le terrain d’au moins cinq (5) ans. Expérience de travail, de coordination et de supervision de plusieurs acteurs et des travailleurs de santé communautaire. Bonne connaissance du District de Richard Toll.
