Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.
We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries with a desperate lack of resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 5 million children by constructing more than 1,400 schools, establishing over 11,000 libraries, publishing 550 new children’s book titles in 22 local languages, and putting over 10,000 girls onto long-term, holistic scholarships.
Room to Read has an annual budget of approximately US$38 million and our global staff numbers over 420. Our global headquarters is located in San Francisco, and we have smaller fundraising offices in Delhi, New York, Hong Kong, London, Mumbai, Sydney, and Tokyo. We have an Asia Regional Office located in New Delhi, a Southern Africa Regional Office in Pretoria, and program offices in Colombo, Dhaka, Hanoi, Ho Chi Minh City, Kathmandu, Lusaka, New Delhi, Pretoria, Phnom Penh, Vientiane, and we are setting up operations and hiring staff for a new office in Tanzania.
Position Overview
The Literacy Program Manager (LPM) Literacy is responsible for working with Room to Read staff, especially Literacy facilitators, as well as local and external consultants, on all aspects of implementing THE RtRZM literacy pilot program in line with Room to Read’s new strategic plan focusing on literacy. In collaboration with the Literacy Senior Program Manager, Country Program Director, Country Reading Room team and the Global Literacy Team, the PM will lead the implementation of the Literacy Pilot in Kafue District. This position will report directly to the Literacy Senior Program Manager.
Duties and responsibilities:
Responsibilities of the Literacy Program Manager include, but are not limited to the following:
- Provide technical support and guidance to the Literacy Facilitators (LFs) including:
- In consultation with the Senior Literacy Program Manager, lead the design and facilitation of the initial orientation and follow-up trainings. Oversee and manage all logistics.
- Ensure LFs have a complete understanding of their roles and responsibilities
- Provide technical support to the LFs to ensure teachers are implementing the program as designed
- Meet regularly with the LFs and do school visits together, to ensure LFs are providing the necessary support to teachers
- Identify and document challenges facing the LFs. This may include relationships with MoE partners and other key stakeholders (e.g. PTAs, etc.). Inform the Senior Literacy Program Manager of these issues.
- Raise any major and/or outstanding issues impacting the work of the Literacy Facilitators to the Senior Literacy Program Manager
- Identify and document successes and challenges facing the LFs. Complete monthly reports.
- Collect information from the LFs on successes and challenges with the Literacy Support Program (LSP). Document this information and share monthly with the Senior Literacy Program Manager.
- Provide necessary documentation (for example, for reporting, communications and/or advocacy work) to the Senior Literacy Program Manager, as needed
- Ensure LFs have the agreed upon materials in order to perform their duties (motorbikes, lunch allowances, etc.)
- In collaboration with the LFs, design and implement refresher trainings for terms 2 and 3.
- In collaboration with the RR PM and PA, conduct joint site visits and zone based in-service training activities.
- Support the research and design process for 2012 program, as requested by Senior Literacy Program Manager
- Plan and lead semi-annual review meetings with all schools.
- In collaboration with the LSPM and CPD, Plan for and facilitate donor site visits.
- Perform other duties, as assigned.
Qualifications
Minimum Educational Attainment
Under graduate degree in Education OR, Advanced Diploma in Education with significant academic and content knowledge in literacy instruction, and vast experience in professional development and project management. This position will require frequent travel to the field.
Minimum Professional Experience
- At least eight years of work experience in primary education
- Experience developing educational learning materials and for students or teachers
- Experience developing and conducting training programs for teachers
- Experience in successful implementation of a wide range of tasks
- Strong verbal and written communication skills in English
Required Competencies
- Excellent knowledge and understanding of teaching methodologies, curriculum and teachers training at primary stage
- Strong planning, supervising, and program development skills
- Understanding of monitoring, evaluation, and process documentation
Desired
- Experience with reading/literacy or learning improvement programs
- Experience in language education at the primary stage
- Experience teaching at the primary stage

Compensation:
The salary range for this position will be determined based upon the experience of the candidate hired. Health and retirement benefits are also provided.
