OBJECTIVES OF THE PROGRAMME : 1) Design, implement, manage and train on computer-based applications including health information systems, database management, health on the internet, at the Regional Office, Country Offices and Member States including human resources development, provision of Information Communication and Technology (ICT) infrastructure, needs assessment, networking and resource sharing and application management and engineering; 2) Coordinate the design, development and formulation of policies and work of the Regional Office for application of Information, Technology in health care delivery; 3) Advise, as principal adviser, the senior management on ICT regional strategy; 4) Design and implement policies and plans of action for improving the technology infrastructure and usage in the Regional Office and Country Offices. | |
Description of duties: Purpose of the Post: Design and implement innovative and cost effective information systems that can facilitate and improve the overall technical, administrative and managerial functions of the organization in the Regional Office and at country level. Summary of Assignned Duties: Under the direct supervision of the Regional Advisor - ITT, and general guidance of the Director of Administration and Finance the incumbent will be responsible for the following tasks: * Develop and maintain Regional Office & Country Offices Profile, recording and monitoring the existing ICT infrastructure in country offices. * Manage and monitor the implementation of the consolidated Regional Office & Country Offices projects portfolio. * Update ITT staff in Regional Office & Country Offices on new activities and implemented services related to RO and country offices. * Ensure regular and timely dispatch of new software media and service packs. * Develop and maintain the ITT Services Catalog. * Oversee all financial activities related to ITT functions and services. * Oversee, monitor, and track the software licenses and renewal due dates. * Develop and maintain the EMRO standards for ITT equipment. * Oversee and manage the ITT Operational Monitoring dashboard. * Oversee and manage all Regional Office & Country Offices ITTProcurement. * Develop, maintain, and oversee Regional Office & Country Offices ITT operational workplans. * Monitor the implementation of WHO IT security policies and standards in Regional Office & Country Offices. * Participate in information security incident response management. * Oversee ITT information security awareness and training activities. * Work with the Chief Information Security Officer's office in HQ to coordinate, review and report IT security status at the regional level. * Act as EMRO regional focal point for the Global IT Program Management Office team. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in computer sciences and/or related sciences. Desirable: Project Management and ITIL V3 training. | |

Functional Skills and Knowledge: - Ability to design with creativity the architecture of information systems and define the appropriate technology platform for implementation. - In depth knowledge of IT procurement processes & practices. - In depth knowledge of Eastern Meditarranean Region countries and related ITT infrastructure environment. - In depth knowledge of project management methodology and ability to use this knowledge in implementation of software development projects with a high degree of accuracy. - Ability to influence and coordinate the work of other team members. - Knowledge of Microsoft Office, including Word, Excel and Power Point. Willingness to travel to meetings / training if required. Excellent interpersonal skills as well as presentation skills. | |
Experience: Essential: Minimum one year of practical experience in developing plans and procedures for countries in a large international organization, as well as in IT financial/procurement related processes. | |
Languages: Excellent knowledge of English, Arabic and/or French is an asset. | |
