The UNDP Rule of Law and Security Programme (ROLS) is actively engaged in law enforcement, judiciary, custodial corps, and armed violence reduction (AVR) in all regions of Somalia. In response to recent developments within Somalia, the ROLS programme is actively pursuing strategies to support policing as a priority issue in Somalia and a full time position is required based in Garowe, Puntland. The support to civilian police aims to strengthen capacity, in compliance with human rights and relevant law, to enable to the police to better protect and serve the people of Puntland and to extend the depth and reach of the rule of law. The Civilian Police Specialist/APM will report on a day-to-day basis to the UNDP Head of Sub Office and, as second supervisor, to the Project Manager for Law Enforcement for technical matters. The Civilian Police Specialist/APM supervises a national expert. All activities are implemented in close cooperation with the UNDP Sub-Office, other UNDP projects such as Access to Justice, other UN agencies such as UNODC and UNDSS. The Area Project Manager maintains a network with colleagues from UNDP, UN Agencies, Government officials, (I)NGO’s, private sector and civil society The Civilian Police Specialist/APM makes routine decisions based on his/her authority within established guidelines. |
Summary of Key Functions: - Advisory and training;

Provides Advisory and Training focusing on the achievement of the following results: - Provide training expertise to the police and monitor the performance of the police to determine further training needs;
- Advise the police authorities to promote professionalization of the police service;
- Liaise with Access to Justice, UNODC and other relevant partners to ensure police performance is improved and their coordination with the public, judiciary and other branches of civil society and Government are strengthened;
- Develop capacity of UNDP national staff for management of police.
Ensures effective and accurate project management focusing on the achievement of the following results: - Managing the delivery of inputs and outputs in line with the project’s approved work plan in the context of activities in designated areas and subjects;
- Facilitating day-to-day management of project activities in designated areas and subjects, for the duration of the project, covering all phases of the project and adhering to the Project Document and work plans;
- Serving as a liaison between government officials in designated areas, subjects and the Project Management by working with government officials and the UNDP sub-office respectively;
- Act as the professional advisor to senior officers of the respective Police Forces as subject matter expert;
- Undertaking regular monitoring visits to project sites, ensuring project documents are in compliance with UNDP policies and procedures and reporting on project progress and constraints;
- Preparing and maintaining spreadsheets of project activities;
- Overseeing administrative and logistical support for project missions and facilitating law enforcement meetings and missions in the regions;
- Carrying out any other relevant duties as requested by the Head of Sub Office/Project Manager.
Ensures efficient and accurate financial management of project funds focusing on the achievement of the following results: - Ensuring budget control and accountability in use of project funds, following UNDP rules and regulations;
- Providing leadership in overseeing effective provision of services to counterparts through fair and transparent procurement, efficient logistics and sound financial management;
- Liaising with the Project Associate on financial management of the project activities, and monitoring Project financial expenditures and transactions;
- Works with the head of sub office and project manager in their development of project budgets and implement the project in accordance with the budget;
- Maintain field level financial accountability through regular liaison with field staff, monitoring payment requests from the field and ensuring timely and regular payment.
Ensures efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results: - Gathers data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on project results and progress towards outcomes;
- Ensure proper monitoring and evaluation procedures are instituted in all project activities;
- Ensure proper monitoring of project progress against annual and quarterly work plans and budgets;
- Coordinate and oversee the preparation of the substantive and operational reports from the programme/project;
- Works with the head of sub office and project manager in the development of annual workplans, budgets draft report and other document for the management and reporting of project activities;
- Manage the accurate and timely reporting on the progress of the project with a specific focus on the activities and funds utilized;
- Monitory project inventory, attendance records, filing system. Assure correct personnel management and procurement of goods and services;
- Ensure overall accountability for the use of project funds as well as the strict and consistent application of UNDP rules and regulations in all project operations;
- Provide leadership in overseeing the effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management;
- Ensure the integrity of financial systems and directly oversee the administrative, financial and budgetary aspects of the project in Puntland and advise the project manager accordingly.
The Civilian Police Specialist supports knowledge building and management focusing on achievement of the following results: - Promoting identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning;
- Supporting capacity-building of national counterparts; and
- Promoting a knowledge sharing and learning culture in the Country Office.
Impact of Results: The overall impact of this position to ensure the delivery of the civilian police project’s contributions to the Country Programme’s Outcome 2 that Somali women, men, girls, and boys benefit from more inclusive, equitable, and accountable governance, improved services, human security, access to justice, and human rights. The Civilian Police Specialist will specifically deliver output 2.4.1: Strengthened institutional and technical capacity of police services in Somalia utilizing community and rights based approaches. This will be achieved through delivering consistent and high quality management and technical support, and coordination with other ROLS, UNDP and UN projects. |
