RESPONSIBILITIES Public Health Fellowship Program (40%):
- Establish formal agreements with Mozambican universities or other training institutions to set up a fellowship program
- Identify public health fellowship opportunities and for 6-8 Mozambican students per year in the areas of Research, Health Systems Strengthening, Monitoring and Evaluation, and Health Financing
- Identify mentors within Mozambican universities and EGPAF in relevant public health specialties to fellows
- Create a framework to monitor the capacity building of fellows
- Organize creative learning and professional development opportunities for fellows, as necessary
- Lead the managerial and administrative support for the fellows: allocation, budget, travels, mentoring session, security, reporting, holidays, etc
- Identify opportunities for the fellows to develop their skills
- Promote the development of publications and presentations by the fellows for scientific journals and events
Community Adherence Support Groups (40%): - Train and provide technical assistance to 7-10 Peace Corps or VSO volunteers implementing community adherence support groups (GAAC) to increase ART adherence in rural towns and villages - Develop and implement a monitoring and evaluation (M&E) framework for the GAAC project - Scale up the coverage of GAACs in Gaza Province and evaluate the possible expansion to other provinces - Evaluate and disseminate findings on the effects of the GAAC project on community ART adherence after 1 year of implementation - Work closely with the Ministry of Health and other local partners to strengthen and scale-up the GAAC project - Lead the managerial and administrative support for the volunteers in collaboration with PC or VSO: allocation, budget, travels, mentoring session, security, reporting, holidays, etc - Prepare quarterly reports for Peace Corps and/or VSO - Collaborate with the development of strategies and reports for the donor
Monitoring and Evaluation (20%): - Support the EGPAF Strategic Information Manager to meet PEPFAR monitoring and evaluation requirements - Provide program evaluation technical assistance to EGPAF projects, as needed - Build the M&E capacity of Ministry of Health staff through collaboration on EGPAF M&E activities
QUALIFICATIONS Mandatory Qualifications - Master of Public Health, or related degree - 4+ years experience working in public health of which 3 years must be working in Africa - Experience in HIV projects - Experience with public health fellowship programs - Mid level Portuguese - Experience with CDC/PEPFAR-supported programs, especially in monitoring and evaluation
Desired Qualifications - Returned Peace Corps Volunteer - Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people - Ability to develop innovative solutions to programmatic challenges - Proven experience in capacity building - Ability to work both independently and as an effective team member in a complex and fast-paced environment - Demonstrated competence to assess priorities, manage a variety of activities in a time-sensitive environment, and meet deadlines with attention to detail and quality
