Description: | Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking candidates for a Deputy Chief of Party (COP) position for an anticipated USAID-funded Rwanda LAND project. The goal of this project is to support Rwanda’s long-term sustainability by strengthening the resilience of it citizens, communities, and institutions and their ability to adapt to land related economic, environmental and social changes. This project shall assist Rwandan government, civil society, and local communities, to (1) increase capacity of local Rwandan institutions to generate high quality evidence based research on land-related issues that can be used by Rwandan citizens, civil society organizations, and Government; and (2) to increase understanding of land laws, policies, regulations, and legal judgments on land-related issues by Government of Rwanda (GOR) officials, local civil society organizations, research institutes, and citizens. The DCOP is expected to play a lead role in the design and implementation of program management tasks related to land-related research management and/or justice-related activities as well as technical program implementation. He/she shall provide technical leadership for and overall supervision of field staff directly contracted by the program or from partner organizations assigned to the program. He/she shall also interact with senior government officials, donors, and other key stakeholders in the water and watershed management or associated sectors. |
Qualifications: | Master’s degree in Law (LLB) required A minimum of 10 years of experience in providing technical assistance in implementing land-related justice management or rural programs and related governance, institutional strengthening, and reform activities. Demonstrated experience with host-government and other partners in land-related justice sector reform issues. Prior experience as a Team Leader for projects with similar magnitude and complexity in Rwanda or other countries in the region. Ability to negotiate with a range of stakeholders, from high-level government officials and municipalities to civil society and the private sector. At least 5 years of progressively responsible supervisory experience, including direct supervision of professional and support staff, as well as, excellent interpersonal skills and demonstrated ability to hold staff accountable for doing their jobs. Fluency in English and French in speaking, reading and writing. Kinyarwanda language proficiency is desired but not required. Excellent interpersonal and written communication skills. Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues. Demonstrated organization skills and strong track record in meeting deliverables and deadlines. Rwandan nationals and other East African Community residents strongly encouraged to apply. |
