INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. INTERSOS first started to work in Somalia in 1992. It immediately assisted 37,000 refugees that in the previous months had left their land in search of food and a safe living environment. From that point forth, Intersos has operated in various regions in central-southern Somalia (Bay-Bakol, Gedo, Lower and Middle Shabelle, Lower Juba, Banadir) principally with activities focusing on reconstruction or reactivation of health and sanitation structures, locating drinking water, and agricultural development. INTERSOS has launched a new intervention in response to the emergency situation in the Horn of Africa. The famine has led to a crisis situation as populations flee the worst drought in almost six decades. INTERSOS, in the framework of its activities in Somalia and Kenya, is currently selecting candidates for the following position.
ROLE, TASK AND RESPONSIBILITIES
• Develop relations, confined to project activities, with competent donors and institutions; operate following guidelines from the Head of Mission and Sector Coordinator; and contribute to the definition of Intersos strategies and the elaboration of new projects.
• To assume responsibility for the management and economic and financial administration of the assigned project and for its entire implementation process, and to ensure the achievement of its objectives and results.
Specifically: to define project management organisation and processes (roles, procedures and decisional processes, operational processes, work methodologies); to elaborate, manage and monitor general and monthly planning of project activities, as well as relative economic and financial planning on the basis of available donor funds; to guarantee compatibility and conformity to budget constraints and procedures defined by Intersos and donors; to be responsible for project funds management and for bank account management to manage procurement of goods, works and services essential to the project; to be responsible for all project documentation up until its conclusion; to be responsible for warehouse stock management and relative accounting and for accuracy of monthly inventory; to be responsible for accurate project administration and to supervise preparation of accounting documents for intermediate and final financial reports required by donors; to be responsible for accuracy of all narrative reports required by donors; to send the Head of Mission and Sector Coordinator the reports on project implementation to be presented to the donor; to send the Head of Mission and to Sector Coordinator monthly project activity reports and the final report evaluating the experience and containing indications for new projects.
• Manage human resources within the project and carry out performance appraisals. to assess needs for local workforce and manage contracts following guidelines from Head of Mission; to coordinate project personnel and promote role-positioning, education and training; to supervise, motivate and appraise personnel and promote its cohesion;
JOB REQUIREMENTS
• Degree in Development Studies preferable. • Proved experience in Project management in multicultural context • At least 2 year of experience with NGO in Protection and/or livelihood. • Previous knowledge in implementation and management of “Protection through livelihood” projects in emergency and post-conflict areas. • Experience in business incubation and involvement of State Authorities in livelihood strategies. • Strong analytical, training, oral and written communication, and team-building skills • Comfortable with computer use. • Problem solving and organizational capabilities. • Good knowledge of the procedure of international donors • English fluency required • Previous experience in implementing and managing project funded by UNHCR • Previous experience in Livelihood or Protection cluster leadership or membership is an advantage • Previous experience in Somalia is an advantage
