South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states.
The Ganyliel Field Coordinator serves as the in charge of the IRC Field Offices in Ganyliel and Rumbek. The primary responsibility is to assure efficient operational support to program activities in the assigned field offices and to represent the IRC to key stakeholders in the field sites. The Ganyliel Field Coordinator ovrersees the Rumbek Field Manager and reports to the Roving Field Coordinator.
RESPONSIBILITIES:
Security: Act as security focal point for Ganyliel • Ensure staff are aware of and in compliance with IRC security policies; • Monitor the security situation in Ganyliel, including attending security briefings; • Keep senior management in Juba and local staff informed of developments; • Provide a security briefing on arrival for all new staff and visitors; • Compile and submit weekly security reports;
Logistics: • Ensure smooth logistical support to program activities in Ganyliel, including procurement, stock and asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);
Staff Management: • Supervise Ganyliel operations team (logistics officer, finance officer and compound manager) and Rumbek field manager: including setting annual objectives and monitoring performance against set targets; conducting performance evaluations; and taking corrective action as and when required; identify training needs; provide coaching and mentoring; recruit qualified staff for open positions • Make recommendations to the DDO on contract extensions, promotions and disciplinary and grievance matters. • Ensure that performance evaluations for all staff are conducted on time, and review all evaluations to ensure quality and consistency; for Ganyliel-based program staff, provide input to technical coordinators on performance;
Finance and Budget Monitoring: • Oversee all budget expenditures in Ganyliel and ensure they are allowable and allocable according to IRC and donor regulations; • Conduct weekly cash count with finance officer; • Review Monthly Budget vs. Actuals reports and Budget Expenditure Plans with program staff, ensure that relevant action is taken in a timely fashion; • Inform senior management of changing budget needs, and participate in budget development and revision processes. Coordination / External Representation: • Diplomatically represent the IRC to local government authorities, UN agencies, International Organizations, NGOs, donors and others • Coordinate IRC programs with leaders from the host community
Reporting: • Submit timely and accurate reports to the Roving Field Coordinator • Review finance, logistics, HR reports to ensure accuracy before sending to Juba
Systems Compliance and Improvement: • Assure adherence to IRC-Sudan wide and South Sudan specific finance, logistics, IT, security, communications and HR/administration policies and procedures
RELATIONSHIPS: Reports to Roving Field Coordinator Supervises Rumbek Field Manager, Ganyliel operations team
REQUIREMENTS: Education • Degree in public administration, international relations or related field, advanced degree preferred. Experience • At least 5 years work within a humanitarian agency, including field management and report writing • 3-5 years experience managing, supervising and developing operational staff Skills • Good understanding of operations (logistics, administration, human resources, IT) • Strong organizational skills, ability to coordinate and manage a diverse array of responsibilities: programs, logistics, security, finance and operations. • Demonstrated ability to handle sensitive situations diplomatically and possesses strong communication skills. • Ability to work well with people of varying backgrounds, cultures, education levels • Familiarity of IRC and donors (US, European, UN) policies and regulations • Excellent computer skills: MS Word, Excel, Power point, Outlook. • Fluency in spoken and written English, knowledge of local languages a plus. • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility.
