Project/Proposal Summary:
MSI is currently seeking a Deputy Chief of Party (DCOP) as part of a five-year project to support a USAID/Rwanda-funded Human and Institutional Capacity Building project. The purpose of this project is to strengthen institutional and human capacity in targeted Government of Rwanda (GOR) institutions, as well as in targeted civil society organizations, that work closely with, or support the objectives of, USAID/Rwanda.
Position Summary:
A resident local Deputy Chief of Party/Senior Technical Advisor will be provided for the full period of the contract. This person is expected to play a lead role in the design and implementation of program management tasks related to HICD activities as well as technical program implementation. He/she will provide technical leadership for and overall supervision of field staff directly contracted by the program or from partner organizations assigned to the program. He/she will also interact with senior government officials, donors, and other key stakeholders in HICD management or associated sectors.

Responsibilities:
• Assist Chief of Party to ensure that designated project results are being met;
• Lead internal (and as necessary) external planning processes;
• Provide management and guidance to project staff and local partners;
• Work closely with project finance staff to oversee grant fund programs;
• Work closely with finance staff to ensure effective tracking of project budgets;
• Build relationships with public sector and civil society partners;
• Facilitate the capacity among project staff and local partners
Qualifications:
• Advanced degree in relevant field required (organizational development, international development, A minimum of three years of overseas experience living and working in a developing-country context, preferably in Africa;
• A minimum of eight years of experience in applying organizational development methods and theories in government or other institutions, including relevant experience in a developing country context;
• CPT-designated or HPI-certified or, alternately, a strong background in relevant organizational development theory and practice in a developing country context;
• Demonstrated record of developing and implementing innovative approaches to solve a range of complex organizational issues and fostering buy-in at all levels;
• Extensive experience in working effectively with a wide range of people, from ministers to secretaries;
• Highly developed political acumen and ability to navigate through complex political situations;
• Strong and nuanced awareness of Rwandan history and culture; and
• Ability to speak, read, and write Kinyarwanda and/or French, while not essential for all field positions, is highly desirable.
