Project/Proposal Summary:
MSI is currently seeking a Monitoring and Evaluation (M&E) Advisor as part of a five-year project to support a USAID/Rwanda-funded Human and Institutional Capacity Building project. The purpose of this project is to strengthen institutional and human capacity in targeted Government of Rwanda (GOR) institutions, as well as in targeted civil society organizations, that work closely with, or support the objectives of, USAID/Rwanda.
Position Summary:
A resident local M&E Advisor shall be provided for the full period of the contract. This person is expected to play a lead role in the design and implementation of a comprehensive monitoring and evaluation plan, in close partnership with PSCBS for public sector initiatives. He/she shall also interact with senior government officials, donors, and other key stakeholders in capacity building, and in the sectors where these initiatives are implemented.

Responsibilities:
• Develop a Performance Monitoring Plan (PMP) in collaboration with key clients and stakeholders;
• Implement the PMP through collecting weekly information from staff and target beneficiaries;
• Oversee organizational assessments and other evaluative studies using quasi and/or experimental research designs;
• Conduct and facilitate field monitoring and ensure compliance with PMP and larger Results Based Management system;
• Provide performance-based M&E capacity building for staff, government counterparts, and beneficiaries as demanded by the project;
• Serve as the technical leader on M&E, draft reports, planning documents and interact with USAID as required.
Qualifications:
• Advanced degree in political science, public administration or other relevant degree
• A minimum of five-seven years of direct experience managing and executing monitoring and evaluation of donor-funded democracy and governance programs, with a specific focus on capacity building
• Experience in qualitative and quantitative M&E methodologies for democracy and governance programs, including experimental (or quasi-experimental) evaluation designs that incorporate rigorous statistical methods;
• Experience coordinating with developing-country governments, ministries and/or local NGOs for design and implementation of evaluations, including addressing capacity weaknesses as needed
• Demonstrated familiarity with and understanding of impact evaluation and participatory monitoring and evaluation techniques; and developing and monitoring both output and outcome indicator
