Communication & Information Professionals
Job Profile
• Use various information sources (internet, radio. TV, Newspapers, etc) to Monitor and capture national, regional and international information and produce a concise and precise daily reports to the Director of the Unit of Communication;
• Work very closely and collaboratively with the Ministry’s strategic partners to report consistent and coherent information about Rwanda as enshrined in the Ministry’s vision, mission and strategic objectives;
• Keep records and provide a concise assessment weekly reports entailing intervention and strategies of managing information from diverse sources;
• Give timely advice to the Director of Communication on sensitive and strategic information undermining Rwanda’s good image;
• Avail Ministry staff with information about Rwanda’s perceptions and solutions where necessary;
• Accept other duties assigned to him/her by the Director of Communication.
Specific Requirements for the Post
• A bachelor’s degree in Social Sciences, Journalism or Communication, Political Sciences, International Relations, Economics or other related fields
• A demonstrable knowledge of media behavior based on at least 2 years of solid journalism or media management experience.
• Respect deadlines and having the flexibility to work beyond the normal working hours;
• Highly-developed written and verbal communication skills;
• High sense of responsibility, maturity, integrity and observance of professional ethics.
Diplomatic and Consular liaison Officer
Job Profile
• Collects, Monitors, processes information about Rwanda from regional and international press for record keeping or sharing from diverse sources and passes it for dissemination with the guidance of the supervisor,
• Interpret and evaluate information from a range of sources and a variety of formats and give feedback in form of readable reports , and articles to the supervisor;
• Delivers to the agreed deadlines without undermining substance and form of the delivered work;
• Keep a strong rapport with regional and international press for institutional benefits;
• Willing to work beyond the set hours and with minimal supervision;
• Attention to details in form or substance and values individual difference
• Accepts other duties assigned to him in good faith and maintains the Ministry’s values still at work or after;
Specific Requirements for the Post
• Bachelor’s degree in Communication or Journalism or International Relations from a reputable University;
• 2 years of solid working experience in Journalism, or national or international affairs/service
• Self-motivated with a consistent drive, diligence on service;
• Mastery of Kinyarwanda, English or French and knowing both is an added advantage
Director of Communication
Job Profile
• Develops initiatives and projects in form of communicational and promotional tools for strengthening Rwanda’s good image, nationally and internationally;
• Avails readable, reliable and authentic information to the webmaster for uploading on the Ministry website upon review and approval by the Director of the Unit ;
• Plays a key role in collection, editing and publication of the Ministry’s magazine and other informational tools for both internal and external publics;
• Makes sure the Ministry’s activities are known through national and international press;
• Analyzes discrepant information and propose on how to exercise the right of reply to the concerned press or other channels.
• Attention to details in form or substance and values individual difference;
• Accepts other duties assigned to him in good faith and maintains the Ministry’s values still at work or after;
• Computer literate;
• Participates in mail recording, mails-in / mails-out and - make sure that their dispatching system and routing within the institution is smoothly operational;
• Develops initiatives and projects in form of communicational and promotional tools for strengthening Rwanda’s good image, nationally and internationally;
• Carries out recording of archives, files and documents
Specific Requirements for the Post
• A0 in Communication or Journalism from a recognized University. A Master’s degree an added advantage;
• A solid track record and experience;
• Maximum of 3 years of working experience with the Media;
• The ability to understand Rwanda’s position on regional and global issues;
• Be Rwandan national, self-motivated with a consistent drive, diligence on service
• Mastery of English, French. And Kinyarwanda languages is a must.
Diplomatic and Consular Missions Administration officer
Job Profile
For Rwandan Diplomatic personnel’s and Consular (Embassies)
• To work out plans of training and improvement of diplomatic personnel before going in station and course of work abroad.
• To work out projects of acts of appointment or recall of the diplomatic personnel
• To establish in collaboration with directors of units, the contracts of work clearly indicating the job analysis for diplomats.
• Administering the payroll and the contribution to the Social Security Fund of Diplomats.
• Performing any other duties as assigned by the Director of the Diplomatic Advisory Unit
Specific Requirements for the Post
• A0 in International Relations, Political Sciences, Management, Public Administration, Law; Or other relevant field with 3 years working experience
• A muster’s degree would be an added advantage Fluent in English and/or French
Coordinator and Monitoring officer of Embassies and Consular activities.
Job Profile
- Provide orientations on programs implemented by Embassies and Consulates.
- Supervise the performance and management of Embassies and Consulates.
- Follow-up and support to various Embassies and Consulates ’initiatives.
- Appeal to the needs of Embassies and Consulates.
- Facilitation of relations between Embassies and National Institutions.
- Urge different institutions to use/consult Embassies and Consulates.
- Receive and disseminate embassy activities reports and provide feed back
Specific Requirements for the Post
- A0 in Management, Economics, Political Science, or other relevant field with 2 year working experience. A muster’s degree would be an added advantage
- Fluent in English and/or French
Management of Privileges and Immunities Professional
Job Profile
- Administration of privileges and immunities, and guidance to the diplomatic and consular staffs as well as regional and international organizations and their dependents on matters regarding Privileges and Immunities;
- Management of the application of international conventions signed by the Republic of Rwanda regarding Privileges and Immunities (Convention on the Privileges and Immunities of the United Nations of 1946, Vienna Conventions on Diplomatic (1961) and Consular Relations (1963) and any other Headquarters Agreement concluded between the Government of Rwanda and regional and international organizations that have established a representative office in Rwanda);
- Management of accreditation process of Ambassadors/High Commissioners/Diplomats, Resident Representatives of Regional and International Organizations, Honorary Consuls and Military Attachés to and from Rwanda;
- Facilitation of Officials of Government of Rwanda to have necessary documents (visa) to travel abroad on official mission;
- Have an updated list of national day for the country members of the UN
- Have an updated list of Birthday of Heads of State/Heads of Government;
- Drafting and sending of Congratulation/condolences/sympathies messages whenever is necessary;
- Have a good documentation necessary for the service;
- Any other job assigned by the Director of Protocol
Specific Requirements for the Post
- A0 in International Relations, Political Science, Communication or other relevant field
- Computer skills
- Fluent in English and/or French
