Description: | Cardno Emerging Markets USA, Ltd (Cardno) is seeking an Auditor Training consultant for a short-term assignment on The Tanzania Cluster Competitiveness Program (CCP). This is a three-year World Bank project/DFID funded private sector competitiveness program administered by the Tanzania Private Sector Foundation (TPSF). The program was designed to assist the Tanzania private sector to achieve sustainable growth through stronger cooperation while building capacity in private and the public sector institutions to operate strategically in pursuit of common objectives. CCP is supporting the horticulture industry to address issues such as: Access to markets: accessing and targeting high growth, profitable markets Improving integration of small farmers into the export supply chain Standards and certifications: adopting the best standards and certifications Enhance the competitiveness of Tanzanian exports The main objective of this assignment is to provide the Internal Control Team with knowledge and skills necessary to carry out audits of management systems. Tanzania’s horticulture industry is still underdeveloped but the potential is vast. Opportunities to supply the EU and other export markets are huge but remain untapped by Tanzanian farmers/growers. This has been mainly due to inability to comply with International farm standards, particularly GLOBALGAP. GLOBALGAP is an internationally recognized set of farm standards dedicated to Good Agricultural Practices (GAP). Through certification, producers demonstrate their adherence to GLOBALGAP standards. For consumers and retailers, the GLOBALGAP certificate is reassurance that food reaches accepted levels of safety and quality, and has been produced sustainably, respecting the health, safety and welfare of workers, the environment, and in consideration of animal welfare issues. It is becoming clear that to gain access, maintain their market share and remain in business, exporters must strictly comply among others to these private standards. The Global GAP standard requires that producer groups create and implement an Internal Control System (ICS) to monitor the implementation and compliance of all standards requirement relating to growers. Since the introduction of GLOBALGAP, a few groups of farmers have been certified and therefore benefitted from attractive market opportunities, nationally and worldwide. The process of absorbing more farmers has been constrained by high external certification costs as we have to rely on trainers, inspectors, auditors and certifiers from outside the country. There is a need to build internal capacity, reduce the costs for certification and eventually have more farmers integrated into the market economy, expanded market share and incomes. It is against this background that a formal training for an Internal Control Team (consultant previously trained on Global GAP) is being organized to build capacity to identify producer groups, conduct initial evaluations and subsequent Internal inspections of each producer and /or Produce Marketing Unit (PMU) and Produce Handling Unit (PHU) to verify and ensure compliance with the certification requirements. Detailed Activity Description and Tasks: A formal training for an Internal Control Team is being organized to build capacity to identify producer groups, conduct initial evaluations and subsequent internal inspections of each producer and/or Produce Marketing Unit (PMU) and Produce Handling Unit (PHU) to verify and ensure compliance with the certification requirements. Assignment location: The training venue will be Arusha, Tanzania. |
Qualifications: | The Consultant is expected to be a qualified International standards trainer with over ten years experience in the horticulture export industry and Food Safety systems training, implementation and auditing. Must have knowledge and training on GLOBALGAP farm standards |
