This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Mogadishu, Somalia. The Senior Humanitarian Affairs Officer (Head of Sub-Office) reports to the Head of OCHA Office.
Responsibilities
Within limits of delegated authority, the Senior Humanitarian Affairs Officer (Head of Sub-Office) will be responsible for the following duties: -Provides strategic overview, guidance on operations in his/her Area of Responsibility (AOR) to the Head of Office. -Leads the Humanitarian Country Team at the field level, guide the work plan process and its implementation; provides advice on inter-agency common policy issues to the wider humanitarian community in area of responsibility (AOR); -Ensures lessons learnt are incorporated into coordination operations and monitors and evaluates coordination results to develop lessons learnt products; -Provides briefings to NGOs, UN Agency Representatives, diplomats, donors, and local authorities on the humanitarian situation in AOR and the needs assessed there; -Provides overall supervision and management for the OCHA Team in AOR. (This includes overseeing work-plans and activities of HAOs working within his/her AOR); -Oversees information management, Geographical Information System (GIS) activities and consistent reporting on the humanitarian situation in AOR. The Senior Humanitarian Affairs Officer will ensure that humanitarian updates are provided to the Head of Officer on a consistent basis; -Provides humanitarian advice to the humanitarian community; -Maintains and strengthens the contingency plan and inter-agency preparedness plans; -Advises the Head of Office on localized policy issues; and, more generally, review and provide advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas; -Monitors, analyzes and reports on humanitarian developments, disaster relief/management programmes or emergency situations in AOR; develops and maintains a “watch list” of hot spots/risk areas with potential for humanitarian crisis. Provides early warning analysis with relevant scenarios; -Identifies ways to strengthen humanitarian coordination capacity of national NGOs and local authorities and mobilizes support to address this; -Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies; -Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related and transition matters; -Leads international humanitarian community in AOR in negotiating and facilitating humanitarian access and space on the ground; -Leads on Civil-Military Coordination (CIMCOORD) activities on the ground; ·Responsible for the overall administrative management of the field sub-office; ·Perform other relevant to the post duties as, and when required by his/her supervisors.

Education
Advanced university degree (Master’s degree or equivalent) preferably in political science, business or public administration, sociology, law, international relations, economics, management, or related area of studies. A combination of relevant extensive professional experience with at least a first-level university degree (i. e. Bachelor’s degree or equivalent) in one of the academic disciplines listed above, may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of (ten)10 years of professional experience in the field of international aid. Several years of that experience in crisis countries and/or in the field involved with information and inter-agency coordination in complex emergencies is required. Experience in the UN common system is desirable.
Languages
English and French are the working languges of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.
Assessment Method
A competence-based interview and/or other form of assessment will be used to evaluate applicants. Language skills may be tested as part of the assessment method.
Special Notice
