Purpose:
You will strengthen the contribution of the evaluation function at the strategic and policy levels in a period of continuous organisational transition through the conduct of corporate institutional effectiveness evaluations that transcend the sectoral basis of the MTSP focus areas. Specific purpose: You will ensure that corporate learning and accountability needs are met through the conduct of evaluations examining the following sets of issues: The effectiveness of operational functions (e.g. Supply, IT, HR, VISION) The effectiveness of cross-cutting programming strategies (e.g. human rights based approach; gender mainstreaming)
The corporate success in making institutional transitions (e.g. upstream advocacy work; repositioning UNICEF in Middle Income Countries) Corporate performance in systemic development cooperation issues (e.g. aid effectiveness, UN reform)
The purpose of the post extends beyond the conduct of evaluations to the entire range of actions to stimulate corporate utilization of the results at the policy, strategy, and operational levels.
Qualification:
Master’s degree or higher in international development, public administration, evaluation, or another field relevant to institutional effectiveness.*
Twelve years in progressively responsible professional work related to planning, implementation, and management of development work.
Five years of experience as an evaluator or in a comparable role examining institutional effectiveness within multi-lateral agencies or equivalent large scale public or private sector organizations. Fluency in English and a good working knowledge of one other language (French or Spanish).
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
To provide leadership, guidance, and direction for independent corporate-level evaluations related to institutional effectiveness. To coordinate, as appropriate, with field offices, Headquarters divisions, and external partners.
To provide leadership, guidance, and direction for organizational reviews, meta-analyses, quality reviews, M&E partnership management, and methodology development related to institutional effectiveness through joint efforts with or as a technical support to other corporate and external stakeholders.
To refine methods and to support exercises to assess country program effectiveness in terms of relevance, implementation strategies, and partnership among other key variables. To include support to corporate initiatives to improve planning and monitoring (e.g. VISION) and to improve the milestone programming stages (e.g. the mid-term review).
- To initiate and collaborate in efforts to improve the dissemination and use of evaluation findings through outreach to internal and external stakeholders via writing, visits, web seminars etc., and by representing UNICEF in an advocacy capacity to global networks and consultations on institutional effectiveness themes.
- To provide leadership, guidance, and direction on the use of the evaluation function at the strategic and policy related levels. To undertake special assignments as requested by the Director of Evaluation.
