The International Organization for Migration is seeking interested candidates available for short, mid-term and long-term assignments for positions in community transition and stabilization programming, specifically in the area of Monitoring and Evaluation. Programmes require innovative and experienced candidates in Monitoring and Evaluation with particular skills in the design and establishment of information management systems; in the collection, analysis, and reporting of information; and in training and leading teams to achieve high quality critique, analysis and innovation. The typical operating environments include complex crisis and crisis-prone areas, and require rapid, flexible implementation strategies and creative analysis. Successful Monitoring and Evaluation initiatives will critique and assess programme implementation modalities, assist in achieving maximum efficiency in programme delivery, measure and report results to senior programme staff and counterparts, and directly inform programme strategy on a continual (rolling) basis.

Context:
Reporting to the Programme Manager at the Country Level, the successful candidate will oversee the implementation and development of the Monitoring and Evaluation (M&E) activities for community-based transition and stabilization initiatives in a select country undergoing political, economic or social transition. IOM programming in these environments seeks to stabilize populations and promote community stability and transition by addressing forced migration drivers such as the root causes of conflict, local and national governance dynamics, and crisis recovery at the community and national levels.
In close collaboration with programme management, the Monitoring and Evaluation Officer will train and lead a national M/E team in day-to-day activities, will maintain close coordination with donor counterparts, and will represent the programme to external agencies and counterparts in order to identify and promote synergies with parallel programming within the Country. The Monitoring and Evaluation Officer will hold overall responsibility for the development of coherent and regularly updated M/E strategies, for ensuring the performance of M/E team members, and the production and delivery of quality reports, data and analysis based on the M&E inputs.
Core functions/ responsibilities:
Ensure standardized M&E tools are developed, in particular mechanisms required to carry out the three levels of “rolling analysis” - country, programme and project, and fully utilized in all the geographic areas of implementation.
Develop communication protocols and information-sharing tools, in coordination with programme management, field teams and programme partners, to facilitate improved information sharing between all programme participants and stakeholders.
Monitor and review ongoing activities of the programme, including those of project implementing partners (if any) for grants funded by the programme; in coordination with the Programme Manager, organize and oversee external partnerships as necessary to maintain appropriate access to grant activities.
Conduct and/or enable field visits using a standardized supervisory checklist to oversee the activities of sub-offices or project implementing partners.
Represent transition and stabilization programming in M&E venues and related coordination meetings with humanitarian partner agencies.
Oversee and ensure timely collection of data and analysis (qualitative and quantitative) for drafting of reports and feedback.
Work to ensure greater programme responsiveness and accountability to beneficiaries.
Design and organize regular trainings for programme staff in order to:
I. promote adherence to agreed standards of implementation; II. create greater awareness of reporting requirements; III. encourage widespread use of appropriate data collection methods; and IV. gather feedback regarding the effectiveness of these methods.
Build the capacity of the programme’s M&E activities, including through the recruitment and training of experienced staff in order to meet expanding programme needs.
Manage the M&E team effectively to ensure comprehensive and detailed coverage of grant-level project activities throughout all stages of implementation.
Review reports from external monitoring actors and incorporate important information into senior management team briefings.
Organize frequent briefings for Senior Management to present lessons learned and inform revisions to regional strategies.
Draft evaluation reports at the project activity level regularly, disseminate these to relevant stakeholders and highlight any/all necessary follow-up actions. Develop broader reports about topical(strategic) programme issues, as determined in coordination with senior management.
Review M&E plans regularly and ensure their pertinence to programme goals and objectives.
Liaise with the donor regularly to share programme experiences and engage in cross-fertilization of ideas across implementing partners.
Document monitoring and evaluation trends and activities on a geographic or thematic level.
Coordinate within the IOM programme team to compile requisite monitoring documentation for each project activity in preparation for activity closure.
Supervise the preparation and review of all final grant evaluation reports drafted by the M&E team assistants. Serve as focal point for the submission of the final grant evaluation reports, allowing the closure of project and grant activities.

Desirable Qualifications and experience:
a) completed university degree from an accredited academic institution in Development, Political or Social Sciences, International Relations and/or related fields; b) a minimum of five years’ professional experience, including at least three years experience in M&E design and implementation; one year’s working experience in insecure environments, in community-based small grant/development service provision, or a combination of both; c) demonstrated expertise in programme monitoring and evaluation capacities; d) demonstrated experience in leadership positions and team-building; e) experience in verifying programmatic data in insecure and/or inaccessible operating environments will be valued; f) knowledge of UN security protocols or related field security protocols, including emergency communications equipment and procedures; g) high level of computer skills, specifically with Microsoft Office (Excel, Word, Access, PowerPoint, Outlook); experience with GIS and data mapping a distinct advantage.
Languages
Thorough knowledge of English, including English writing skills; a working knowledge of one or more of: French, Spanish, Arabic, and/or Pashto an advantage.
