Organizational Setting

The Office of Internal Oversight Services (OIOS) was established by the Director General to strengthen the IAEA's internal oversight services and its ability to ensure management efficiency and programme effectiveness and to enhance accountability. OIOS consolidates the functions of internal oversight, covering internal audit, programme evaluation, management services and investigations, under the authority and responsibility of the Director of OIOS, who reports directly to the Director General.

Main purpose

As a member of a team reporting to the Director of OIOS, the Evaluation Officer/Researcher (i) conducts evaluations and (ii) provides research and analytical support to improve efficiency and effectiveness in the Programme Evaluation function.

Role

The Evaluation Officer is a researcher and analyst in support of evaluation projects and a project manager for evaluation projects.

Partnerships

The Evaluation Officer establishes relationships with: IAEA senior management, programme managers and officers to discuss evaluation plans, progress and results; National Liaison Officers and counterparts to coordinate field visits and to gather information through field visits; and consultants/ experts to discuss assignments and the follow-up on project work. Furthermore, the Evaluation Officer interacts with all OIOS staff in the planning, conduct and reporting of evaluation projects.

Functions / Key Results Expected

Plan, conduct and report on evaluations of programmes and cross-cutting themes. Identify and supervise evaluation consultants/expert panel members to ensure high quality evaluations. Contribute to the overall quality of OIOS evaluations by conducting peer reviews on evaluations conducted by colleagues and consultants, ensuring that evaluations meet high professional standards in line with the IAEA evaluation policy and UN evaluation norms and standards. Analyze the IAEA's strategies, programmes and projects as an input to the development of the work programme of the evaluation function. Conduct information research, verify and analyse reference material and prepares summary reports using different research methodologies and ensuring quality control of the data. Prepare draft background papers, process documents, draft terms of references and draft analytical reports and other documents based on information research and analysis. Apply various analytical techniques for collection and analysis of qualitative and quantitative data. Work jointly with other evaluators to edit and distribute questionnaires using specific survey software (e.g. Web Surveyor) and formulate interview guides and different templates for data collection. Participate in or coordinate field missions, panel meetings and other meetings and workshops, liaising with selected external experts/consultants and providing them with the necessary information for their assignments, draft meeting agendas and arranging interviews with key informants. Provide input to reports and design tables, graphs and other information as needed; provide input to the reports submitted to the Policy-Making Organs on evaluation activities. Contribute to follow-up of the implementation of OIOS recommendations.

Knowledge, Skills and Abilities

In-depth knowledge of evaluation design, data collection and analysis. Good communication and presentation skills. Proficiency in standard software applications. Ability to work under minimum guidance and to structure his/her own work assignments. Knowledge and creativity with respect to locating appropriate and reliable information sources. Ability to use analytical assessment techniques (surveys, structured interviews, statistical evaluation tools). High degree of analytical thinking to be able to draw conclusions from research results.

Education, Experience and Language Skills

Advanced university degree in social science, political science, engineering, economics, or another relevant discipline. Minimum of 5 years of relevant experience related to evaluation, in field work, project management or programme implementation. Practical experience with research and analysis of qualitative and quantitative data preferably in the context of programme evaluation. Experience with result-based management, knowledge management and organizational change projects would be an asset. Work experience in a multicultural setting is desirable. Fluency in spoken and written English. Experience with a minimum of two years at the international level. Excellent knowledge of written and spoken English. Knowledge of another IAEA official language (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 283*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
