REQUEST FOR EXPRESSION OF INTEREST FOR AN INDIVIDUAL LOCAL, REGIONAL OR INTERNATIONAL CONSULTANT TO SERVE AS A COACH TO IMPROVE MONITORING AND EVALUATION OF CAPACITY BUILDING ACROSS THE PUBLIC SECTOR
1. BACKGROUND AND CONTEXT
The Government of Rwanda has established the Public Sector Capacity Building Secretariat (PSCBS) under the tutelage of the Ministry of Finance and Economic Planning (MINECOFIN). The establishment of PSCBS was a strategic action by Government to comprehensively address the capacity challenges prevalent in the public sector. PSCBS was put in place to serve as a coordinating mechanism for capacity building (CB) interventions in the public sector. This is to support public institutions deliver on their mandates as well as achieve the development aspirations defined in the Economic Development and Poverty Reduction Strategy (EDPRS) and Vision 2020.
A separate consultancy assignment funded under World Bank support, to take place in September-November 2011 will assess on-going initiatives of M&E systems for CB in PSCBS and in Sectors, as well as global practices with an aim to identify best practices in view of their replication, and set up a technical proposal to guide PSCBS in establishing a fully-fledged and operational system for M&E of CB in Rwanda public sector. This separate assignment is hereafter referred to as ‘the consultancy’ (as different from ‘the coaching’).
It is against this background that PSCBS, with resources from the Belgium Government through the Belgian Development Agency (BTC) seeks a qualified and experienced individual local, regional or international consultant to:
• Work closely with the aforementioned consultancy in designing the M&E of CB system;
• Build the capacities of PSCBS and other public sector institutions to implement the system and improve M&E of public sector CB (acting as a Coach).
2. MAIN OBJECTIVE
The main objective of this assignment is to contribute to establishing a system for the M&E of CB across Public sector in Rwanda and assist PSCBS’s M&E Unit and other public sector institutions to implement the system and improve M&E of public sector CB.
3. SPECIFIC TASKS
The specific tasks of this assignment include but not limited to the following:
• To ensure quality and feasibility of the technical proposal for the M&E system, prepared by a separate consultant;
• To identify with PSCBS priority sectors/ institutions to benefit from the coaching;
• To set up a baseline on the M&E of CB in PSCBS and identified Priority Sectors/institutions at the beginning of the consultancy;
• To produce a draft user guide for M&E of CB in Public institutions, tailored to the M&E system and the Rwanda context;
• To Prepare a summary of how the coaching process will be implemented;
• To facilitate the identification of capacity building activities that will be monitored and evaluated in the new M&E system
• To support PSCBS in consulting with relevant GoR and DP stakeholders on the system for M&E of CB;
• To facilitate the design of practical M&E plans to assist the PSCBS to monitor implementation and delivery of results, building on the M&E guidelines developed by the Consultant; this might involve reviewing of the log frames, particularly the targets and indicators, to reflect the realities of the beneficiary (public) institutions;
• To improve the design of the system as well as the M&E manual based on the lessons learned from the pilot and inputs from consultations
• To build the capacities of PSCBS and identified Priority Sectors/ institutions to implement the system (acting as a Coach);
• To support PSCBS to pilot the implementation of the M&E system for Capacity Building with identified Priority Sectors, and draw lessons learned;
• To support PSCBS in designing a full-fledged M&E of CB system based on the lessons learned during the pilot phase and setting up a set of recommendations to GoR on the best way to operationalise M&E of CB across government.
• To measure capacity created in PSCBS and identified Priority Sectors on M&E of CB through using the system for M&E of CB that was set in place; and report to these institutions on the quality of their M&E processes
4. LOCATION
The Coach will be based in PSCBS but with frequent visits to relevant institutions under the identified Priority Sectors.
5. DURATION OF THE CONSULTANCY
The consultancy shall require a period of One Year of individual international consultancy input.
6. CONSULTANT QUALIFICATIONS AND EXPERIENCE
The consultant should have the following qualifications, experience and attributes:
? An advanced university degree (at least Masters level) in any of the following areas (Economics; Organizational Development; Social Sciences; Development Management; Knowledge Management or equivalent) with advanced professional training in M&E;
? At least five years of demonstrated expertise in conceptualizing M&E of CB-related tools in the framework of the new aid agenda set up by the Paris Declaration (expertise should be demonstrated by provision of relevant publications by the consultant);
? At least three years experience in carrying out similar assignments especially in coaching and mentoring on M&E (expertise should be demonstrated by provision of certificates of successful completion of such assignments);
? At least five years of demonstrated expertise in the use of databases and spreadsheets; demonstrated skills in quantitative and qualitative analysis and data management; proficiency with statistical and other software packages for both quantitative and qualitative analysis, experience in analyzing complex programmes or policies (expertise should be demonstrated by provision of training certificates, relevant publications, and certificates of successful completion of relevant assignments);
? At least five years of relevant work experience in M&E of projects and programmes in the public sector;
? Proven skills in logical analysis and design of CB Monitoring and Evaluation plans;
? Demonstrated knowledge of Government and Development Partners operations in areas of capacity building, strategic planning and public sector reforms;
? Highly reliable and organized, excellent team work, communication skills and results oriented;
? Fluency in English with a working knowledge of French;
? Regional experience of the M&E frameworks in (sub Saharan Africa) highly desirable, working experience in Rwanda shall be an added advantage.

The Consultant will be selected in accordance with the procedures set out in the PSCBS Procurement Management Manual that incorporates the Rwanda Public Procurement Agency Guidelines.
