The Access to Strengthened Services for Early Recovery (ASSERT) funded by AUSAID has three components; Health, Advocacy and WASH. The lead sectors in the service delivery aspects are WASH and health, whereas all primary health care components will be addressed. Other elements are hygiene promotion; health workers training; and delivery of teaching and learning materials. The Project Coordinator will provide overall leadership in the implementation of a community based basic services improvement program in Tambura County, Western Equatoria State, South Sudan, through an integrated approach. This position will entail planning, support and management of the program so that activities and outputs remain on track and the program achieves its objective of improving the coverage and access to water hygiene & sanitation and primary health care services. The incumbent will also be expected to coordinate and manage relationships with various stakeholders including State and County authorities and other NGOs operating in the area.
Objectives:
To manage and implement the Access to Strengthened Services for Early Recovery (ASSERT) in Tambura county as per the project proposal, budget, and humanitarian standards in order to provide promised services to the beneficiary communities of the World Vision South Sudan program.
KEY RESPONSIBILITIES:
- Coordinate with program, finance and administration staff to ensure operational systems are in place to support field activities.
- Ensure that the project systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards.
- Ensuring appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to.
- Approve eligible project expenditures and contracts according to the Levels of Authority Manual and evaluate budgeted and actual expenditures with the Finance team and the Area Rehabilitation Program (ARP) Manager.
- Ensure that day-to-day administrative support for the project is in place.
- Ensure clear understanding of project assumptions by all partners to aim at effective and timely achievement of project goals, outcomes and outputs.
- Will also lead in the day to day management and supervision of health component implementation work within ASSERT Project.
Capacity Building - Develop the capacity and ensure participation of County and State Authorities to plan, monitor and coordinate service delivery.
- Undertake pro-active on-the-job training and staff development.
- Train and Mentor project staff on effective project planning and management methodologies.
Liaison and Networking - Establish and maintain liaison with Sudanese counterparts and partner agents (including steps to build open and working relationship with partners who represent the Sudanese beneficiaries whom WVS is serving.)
- Create an enabling environment for dialogue, information sharing, partnerships and cooperation between CBOs, Government structures and target communities when delivering project interventions
- Represent World Vision South Sudan (WVSS) in the local coordination forums and liaise with Government officials and donors, UN-bodies and other partners wherever appropriate and required.
- In conjunction with other stake holders, effectively advocate for changes standards, policies and legislations based on insights and demands from targeted communities
- Effectively represent WVSS operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites
Reporting: - Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.
- Work closely with Western Equitoria regional programming office in ensuring that all reports meet donor requirements.
Monitoring and Evaluation: - Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes
- Analyze the impact of projects and promote learning by documentation of best-practices. Use this information to support decision-making processes.
- Track program progress, projects’ expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.

KNOWLEDGE, SKILLS & ABILITIES:
- Master degree in Public Health, social sciences, international affairs, development or related field. A lower qualification may be accepted in lieu of a master’s degree if supported by long and exceptional experience.
- Relevant professional experience managing and implementing large multi-year projects in Africa (assessment, proposal development, report writing, evaluation, etc).
- Experience in working for International NGOs, and in an insecure environment, would be an added advantage.
