Legal (LEG) is the competence unit for all legal matters related to the Statoil group’s business areas and corporate activities and consist of legal experts, specialists, consultants, and qualified support personnel. The department has overall responsibility for advising on all legal matters and on ethics and anti-corruption compliance, undertaking Integrity Due Diligence research and acting as the Corporate Bodies’ secretariat within the Statoil group.
The Legal Counsel will provide business oriented legal advice to Statoil’s assets and projects in Tanzania and secure compliance with, local law, Statoil governing documents and applicable international standards. The Legal Counsel will work closely with all departments in Statoil’s Dar es Salaam office, as well as with colleagues in the legal department worldwide. The Legal Counsel will have a special responsibility for advising issues regarding Tanzanian law and will be instructing and following up external legal counsels in Tanzania.

Job description

  • Providing legal advice and support on a wide range of activities including:
  • All aspects of the petroleum operations and framework, including the Tanzanian Petroleum Act; Production Sharing Agreements; Joint Operating Agreements with partners; exploration, development and production matters including drilling operations; midstream development and operations as well as downstream matters;
  • Land acquisition, environmental and social issues including any resettlement;
  • Local corporate issues such as company law, labor law, lease agreements, tax and insurance;
  • Procurement processes and procurement of various goods and services;
  • Business development opportunities, including host government agreement for new developments;
  • Anti-corruption and anti-trust compliance;
  • Development and implementation of local corporate directives and governing documents;
  • Representing Statoil in various external meetings and internal or external committees as required;
  • Meetings with government agencies on central, regional and local level, meetings with partners (other oil and gas companies) and various suppliers and other counterparties;
  • Instructing external legal counsels, appearing in court.

Qualifications

  • Education level: preferably Master of Laws (or equivalent degree in law);
  • High academic achievement, preferably from both Tanzania and abroad;
  • No less than 3 years of work experience in a legal position;
  • Qualified to practice law in Tanzania;
  • Thorough understanding of Tanzanian law and practices;
  • Solid understanding of general business operations;
  • Fluent in Swahili and English, written as well as spoken;
  • Experience from law firms, industry or other business or government agency is a plus.
