Overall Job Function
Reporting administratively to the Program Director and functionally to the Operations Manager, this position facilitates acquisition and supply of goods and services essential for our operations, minimizing procurement expenses to optimum cost effective levels.
Key responsibilities
- Liaise with other departments and assist them in identifying their procurement needs.
- Identify potential sources of goods and services, taking into account procurement objectives and organizational policy.
- Determine the procurement method to be used for each departmental need as per the CHS policy.
- Prepare and solicit for competitive bids, quotations and proposals and ensure compliance to legal, foundations and donor procurement rules and regulations on the procurement system.
- Analyze and recommend the most responsive suppliers while maintaining a reliable supplier base.
- Prepare all required tender/bid documents for evaluation.
- Prepare contract documents for suppliers in respective dockets and issue approved Purchase Orders.
- Process requisitions from users departments in line with CHS Kenya policies and procedures.
- Manage supplier relationships to ensure they achieve CHS Kenya requirements.
- Match supplier invoices against purchase orders before forwarding them to the finance department for clearance.
- Ensure that all documents relating to the procurement process are appropriately filed
- Carry out periodic supplier appraisal/site visits.
- Update and present bi-weekly status reports to the Operations Manager.
Persons Specification
· Degree in Commerce or its equivalent from a recognised University
· Diploma in Supplies Management
· Strong written, oral and interpersonal skills
· Values of teamwork, diversity and integrity
· Ability to work interdependently and with minimal supervision preferred
· ICT proficient
Possess creative problem solving abilities with an orientation towards results
· Five (5) years’ relevant working experience in purchasing, logistics or supply management including preparation and management of contracts.
· Experience in using automated procurement systems
