BACKGROUND
As a member of the integrity and anti-fraud team of the Resettlement Service located in the Global Learning Center, the Consultant will contribute to the shaping and the promotion of a performance and learning culture in UNHCR specifically in relation to integrity and anti-fraud committed by persons of concern. Although the Consultant will be working remotely from the Resettlement Service, daily communication will be required through telephone and email with colleagues in Geneva, as well as occasional mission travel.
The Consultant will consult with subject matter experts from other UN agencies, governments, academic institutions, and non-governmental organizations as necessary in regards to the development of protection learning programmes and the provision of training on specific issues.
The Consultant will work in close cooperation with units at the GLC, especially with the Protection Unit, Learning Solutions team, to ensure implementation of adult learning methodologies and approaches, including e-learning and other forms of distance learning initiatives.
S/He will work with external service providers, consultants, printing and production companies etc. and be responsible for preparing requests for proposals for goods and services.
JOB DESCRIPTION
Ø The Staff Development Officer (Protection) will analyses the learning needs related to protection processing integrity and anti-fraud in the organisation based on an understanding and anticipation of present and future client needs, challenges, trends and strategies and subsequent development of appropriate learning responses. This will involve working in close cooperation with colleagues from the Global Learning Centre, Division of International Protection, other Divisions, Bureaux and offices in the field thereby linking learning with strategic protection and operational priorities of the organization.
Ø S/he will design, organize and facilitate protection-related learning activities in relation to protection processing integrity and anti-fraud, workshops, and/or training courses for UNHCR staff and selectively for partners including oversight of the implementation of all logistical arrangements relating to training/learning activities. S/he will be expected to undertake and/or coordinate with subject matter experts, the development of content for protection processing integrity and anti-fraud learning initiatives, including the regular update of programmes, modules, presentations, job aids, guides, etc.
Ø S/he will act as an internal consultant to other training providers, as needed, for protection processing integrity and anti-fraud related learning activities and will provide support and guidance on needs assessment, analysis, learning methodologies and approaches, development and delivery, and evaluation of learning activities. S/he will provide support, guidance, and advice to the world-wide network of field based protection trainers in the area of protection processing integrity and anti-fraud. This would include the planning, administration, and reporting on their training activities, as well as follow-up on coordination of activities and the promotion of learning. S/he will ensure that his or her skill base and tools/technologies knowledge are "up-to-date" in order to provide the best advice to colleagues and for use in direct development activities.
Ø Staff Development Officer (Protection) manages learning programmes and or events including distance learning, coaching, workshop and others. This includes delivery or contracting of services for selection of participants, providing feedback on the work submitted, leading workshops, facilitation of sessions, analysis of impact of training/learning activities, etc. Moreover, s/he will manage the financial administration of all aspects of all learning and promotional activities for the learning initiatives under his/her responsibility, including the recommendation for allocation of financial and other resources, and approval of expenditure as necessary.
Ø S/he will be expected to prepare regular and ad hoc reports and compilation of statistics as required, and in the preparation of annual programme, administrative and budget submissions. And will contribute to the effective coordination of protection-related training activities, jointly with appropriate UNHCR staff and key stakeholders.
Ø This will include identifying and evaluating consultants, prepares and submits consultancy contracts and/or internship selection. Supervises consultants/interns as applicable. Staff Development Officer (Protection) contributes to formulation of strategies, policies, standards, procedures and guidelines geared at encouraging learning and knowledge sharing.
AUTHORITIES
Ø Recommends content and methodology for the learning activities under his/her responsibility.
Ø Recommends budget expenditures for the learning activities under his/her responsibility.
Ø Recommends authorization of learning activity participant completion for the learning activities under his/her responsibility.
Ø With technical sign-off of Senior Resettlement Officer (anti-fraud coordinator), contracts consultants for development/delivery of learning activity(s) as directed by the supervisor.
Ø Represents DIP in meetings on learning content under his/her responsibility, as well as interagency and partner counterparts.
REQUIREMENTS
Education:
Advanced university degree in law, international relations, social sciences, education, political sciences or other relevant field.
Job Experience:
Minimum of 8 years (6 years with advanced university degree) of relevant work experience.
Languages: Excellent knowledge of English and good working knowledge of another UN language (French, Spanish or Arabic preferable)
Essential Skills:
Well-developed policy development skills, including excellent analytical and high quality English drafting skills. In particular, the position requires:
Ø Demonstrated knowledge of and experience in UNHCR's operations, procedures and issues regarding UNHCR persons of concern.
Ø Excellent communication and drafting skills.
Ø Demonstrated research and presentation ability.
Ø Demonstrated experience in developing learning materials.
Desirable Skills:
Ø Experience in design, content development and delivery of protection learning activities either inside or outside UNHCR.
Ø Completion of the Protection Learning Programme and /or completion of one of the Thematic Protection Learning Programmes.
Ø Experience in fraud prevention and mitigation, preferably in relation to persons of concern.
Ø Experience in conducting registration, refugee status determination or resettlement, preferably in UNHCR.
Ø Additional coursework in adult education/training.
Ø Completion of the Facilitation of Learning Programme.
Ø Demonstrated facilitation/presentation skills.
