Programme Assistant (DTM Data Analysis & Reporting)

Increasing new arrivals from neighboring countries and access to newly liberated areas as well as protracted displacement and forced evictions in Somalia have ever more increased the humanitarian needs of the population. To that end, IOM has an increasing demand and responsibility to engage in supporting the Federal Government of Somalia, regional and local administrations in delivering peace and dignified life to the Somali population including vulnerable migrants and mobile populations such as internally displaced persons (IDPs).
With protracted conflicts, reoccurring floods and drought, as well as ongoing evictions in urban areas, the estimated displaced population in Somalia stands at 1.1 million and approximately 3.1 million people requiring humanitarian assistance and a lack of access to basic and protection services for significant parts of the population. In this context, IOM Somalia is launching Displacement Tracking Matrix (DTM) to monitor and track population movements and their mobility induced evolving needs to inform timely and more targeted response and programming for IOM as well as other humanitarian partners.
Under the overall supervision of Chief of Mission, under the general supervision of PRD, and under the direct supervision of DTM Coordinator, in close collaboration and consultation with other units as well as Inter-Cluster Coordination Group, OCHA, Health, WASH, Protection, Food Security Clusters, the incumbent will support DTM Coordinator in managing information:
Core Functions / Responsibilities:
  1. Assist in data review, analysis, presentation of results, and synthesis of both quantitative & qualitative data on DTM;
  2. Produce monthly report with good graphic in English and submit to PRD for feedback and approval;
  3. participate in the writing and presentation format of literature and programme reports as required;
  4. Gather key activity data from all projects sites and produce well written reports as appropriate; factoring in key indicators of DTM;
  5. Monitor the integrity of data to ensure that comprehensive reporting of datasets received occur on a regular basis;
  6. Implement quality assurance procedures to ensure accuracy of project data;
  7. Conduct any other activities relevant to data analysis as assigned by supervisors;
  8. Regularly monitor, propose, and implement all necessary modifications on relevant operational aspects in the field;
  9. Support in monitoring of field staff, prepare and organize appropriate trainings for the data collection team on issues related to DTM operations, including data collection methods and procedures on a regular basis;
  10. Support programme implementation and overall management of the data collection team.
  11. Track progress and ensure that deadlines are met;
  12. Liaise with relevant authorities, UN agencies, NGOs, think tanks, government authorities, and other stakeholders on operational issues relevant to data sharing;
  13. Perform any other relevant duties as may be assigned by DTM Coordinator and PRD.
Required Qualifications and Experience
  • Bachelor’s degree in Statistics, Communications, Information Management, Computer Science or a related field from an accredited academic institution or high school diploma;
  • At least 3 years working experience, or 5 years for candidates holding high school diploma, in data analysis and reporting, preferably in an international, non-profit environment;
  • Experience working in international organizations and the humanitarian community;
  • Experience in project data analysis and report writing;
  • Experience in graphical data presentation and assessment operations;
  • Strong computer background, including experience with Microsoft applications, spreadsheets, and word processing;
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset;
Fluency in English and working knowledge of Somali and Arabic is an advantage.
