JOB SUMMARY
CARE Tanzania is implementing the Pesa Kwa Wote Program (PKW) to extend financial services to the rural poor population using Village Savings and Loans (VSL) methodology. The proposed program will be for four and a half years.
The Partnership Supporting Manager will be responsible for identification, assessment and capacity building of Franchisees and Partner Organizations (POs) and involving them in Village Savings and Loans (VSL) activities. These will include arranging the training modules (both for VSL and Selection Planning and Management – SPM), translation and adaption for the programme. He/she will, oversee the VSL, financial literacy and SPM trainings for both Partner Organizations and Franchisees. The Partnership Support Manager will maintain regular contact with Franchisees and POs to provide technical support and supervision to them. S/he will monitor quality and see that Franchisees are paid. This position will also ensure that the quality of the VSL methodology is upheld by the POs and Franchisees.
With support from PKW Program Coordinator, the Partnership Supporting Manager will also ensure proper implementation (planning, organizing, executing, monitoring, evaluation and reporting) of program initiative for his / her zone. In collaboration with the Sub Agreement (SA) Officers, he/she will ensure sound financial management by the partner organizations in line with achievement of the program targets. He/she will establish and strengthen relationship with other collaborators include Government Authorities in the programme areas.
S/he is expected to maintain effective working relationships with other CARE staff working with other CARE program initiatives and impact groups.
KEY RESPONSIBILITIES AND TASKS
Responsibility #1:
Facilitating training and understanding of VSL methodology, Linkages and SPM to POs and Franchisees
• Conduct periodic VSL and SPM training to Partner Organizations and Franchisees and ensure thorough understanding of the same
• Conduct training needs assessment to partners and recommend the implementation of the training needs.
• Support POs and Franchisees in training groups on VSL, Linkages and SPM methodology as appropriate.
• Conduct surprise, casual and informal checks to identify the gaps in implementing VSL methodology and SPM methodology by POs and Franchisees to ensure quality.
• Capacity building to partners on technical issues including report writing, planning and data management.
• Plan for and implement training to fill the identified gaps in VSL implementation by POs and Franchisees
Job Responsibility #2: Quality Assurance of VSL Methodology Implemented by the Program
• Ensure technical quality implementation by the POs and Franchisees of the VSL and SPM methodology in the course of implementing their activities in the zone.
• Support partners and Franchisee on technical issues relating to program quality including data collection and processing through Savix system.
• Liaise with POs and Franchisees on necessary requirement for adjusting the methodology and report accordingly to the Program Coordinator for consideration.
• Document and recommend for the best practices to the Program Coordinator to be incorporated in the development of VSL programs in future

Adapting VSL methodology and Selection Planning and Management (SPM) Methodology;
• Maintain thorough understanding of the technical aspects of the VSL methodology.
• In consultation with Program Coordinator, advise and adjust, if required, the methodology to fit the particular operational context while ensuring high technical quality.
• Develop a check list for a regular follow up to partners and Franchisees to ensure that the VSLA methodology is adapted
Job Responsibility #4:
Learning, Monitoring and Reporting
• Facilitate various learning activities in the operational area and document the results of the studies.
• Support the POs and Franchisees to monitor the performance of VSL methodology on the ground and feed back to the Program management.
• Ensure collection of monthly data by the POs and Franchisees from the field and submission to the M,E&L Manager for consolidation in the MIS
• Prepare all VSL implementation reports according to Program agreed formats and submit to the ME&L Manager for compilation and submission on timely basis. Participate in developing a monitoring and evaluation plan according to the indicators identified in the PKW program document
• Facilitate reflective learning forums (meetings, workshops, etc.) with POs and Franchisees
• Support the implementation of forward accountability mechanisms to monitor and assess program quality with the POs and Franchisees

• In collaboration with the PKW program team and the SA officer and SA Manager, participate in the development of partners assessment tool, identification and assessment of POs
• With support from the Program Coordinator, assist the POs in the planning for the implementation of the program in their areas in relation to the agreed targets
• With support from the SA Manager and the Program Coordinator, map out a capacity building plan for the POs and recommend for actions
