Overview of Functions
Under the overall authority of the Assistant Director-General for Communication and Information (Cl), and the direct supervision of the Head and Representative of UNESCO Dar es Salaam Office and in close
cooperation with relevant Cl Divisions at HQ, the incumbent will participate in the design, implementation and coordination of activities carried out under Major Programme V - Communication and Information in the United Republic of Tanzania country Office. He/she will 'also be responsible for ensuring UNESCO's contribution to the Delivering as One exercise in the country in the field of Communication and Information.
In particular the incumbent will;
Analyse, evaluate and contribute to the development of Sector wide approaches and strategies for
harnessing the potential of information and communication for development in consultation with
relevant stakeholders;
Plan and implement programme activities and develop new project options and proposals to be funded by contributions received for the International Programme for the Development of Communication
(IPDC) and the Information for All Programme (IFAP), in line with priorities and project quality criteria;
Contribute to UNESCO's involvement in the establishment of UN project management systems including the preparation of Common Country Assessments (CCA), United Nations Development
Assistance Frameworks (UNDAF), Country Programme Documents (CPDs) and Country Programme Action Plans (CPAPs).
Plan, develop and implement outreach strategies aimed at programme expansion; organize consultations with the cluster countries; and provides advisory services for the development of strategies and policies in the area of communication and information to governments, civil society organizations and the private sector, develop a knowledge base on the programme; contribute to policy through research; prepare background documents and reports of conclusions and recommendations related to the programme; provide critique and commentary on documents prepared by others;
Participate in the leadership/management team meetings to share information, lead/manage cross group activities, maximizes synergies in the work of the country office and liaises with other teams to ensure coordination in the work across the cluster countries.
Profiles
Education
Advanced university degree In Communication and Information, Developmental Studies, ICT in
Education or any other related field.
Work Experience
2 to 4 years of progressively responsible work experience in management and coordination of research and/or project work (including staff) in the field of communication and information, of which preferably one year of experience within an international organisation.
Skills/Competencies
Strong project management skills including the writing and development of strategic and project planning documents and proven experience in resource mobilization.
Excellent inter-personal skills with ability to communicate effectively with a network of experts; capacity
to develop, motivate, and maintain a network of contacts.
Excellent written and oral communication skills with proven ability to produce high quality reports including visual communication, and to make effective oral presentations to both technical and general audiences, Strong work ethic, sound judgement with capacity for initiative, and ability to work independently with minimal supervision.
Ability to maintain effective partnerships and working relations within a multi-cultural environment;
Languages
High level command of English and Kiswahili is essential. Knowledge of French will be an asset.
