Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV)
The central purpose of the newly established UNU Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), located in Guimarães and hosted by the University of Minho, is to support the United Nations system and the Member States of the United Nations in transforming the mechanisms of governance and building effective governance capabilities through strategic applications of information and communication technologies to contribute to inclusive social development, inclusive economic development, environmental sustainability, and peace and security.
In fulfillment of its purpose UNU-EGOV:
• carries out policy-relevant research
• translates research findings into relevant policy instruments
• builds capacity in localizing and applying such instruments within and among governments, the UN system, academic and other relevant organisations
• builds and maintains research and policy networks to share the lessons learnt, foster mutual learning, and bridge research and policy worlds
• monitors, evaluates, and disseminates the latest developments in the area

Responsibilities:
Under the supervision of the Head of UNU-EGOV, the Academic Program Officer will lead a small coordination and development team responsible for developing and managing the entire UNU-EGOV project portfolio, providing cross-project and cross-disciplinary expertise as well as coordination and academic support to different project teams. Specific responsibilities will include:
• Planning, conducting, and coordinating policy-relevant EGOV research.
• Translating EGOV research findings into relevant policy instruments.
• Conducting landscape, trend, and other studies on the frontiers of EGOV research and policy.
• Developing EGOV project proposals, building project consortia, and raising funds for them.
• Building multidisciplinary EGOV research teams to deliver policy-relevant outputs.
• Managing quality, reporting, and other standards to be applied across EGOV projects.
• Building and sustaining collaborative relationships with UN, government, and other organizations.
• Being active and representing UNU-EGOV in relevant research and policy events and networks.
• Supporting the head of UNU-EGOV in institutional development.
Required qualifications and experience:
• Completed PhD degree in Informatics, Information Systems, Public Administration, Public Policy, Development Management, Political Science or a related discipline.
• At least seven (7) years of relevant, progressively responsible experience in research, teaching, consulting and programme development in academic, think tank or international organisations.
• Strong record of research and policy advice related to technology, governance, and development.
• Knowledge of and experience in working with the UN system organisations and a broad range of contacts within the system and with relevant government organisations.
• Demonstrated ability and experience in development, planning, implementation, and evaluation of multidisciplinary research, development, and capacity building projects.
• Knowledge of, and familiarity with, funding sources and proven ability to raise external funds.
• Ability to work harmoniously in a multicultural and multi-ethnic environment.
• Excellent spoken and written English; additional Portuguese or Spanish is preferred.
• Dedication to the core UN values: integrity, professionalism, and respect for diversity.
Remuneration:
The post offers a competitive net salary (tax-exempted) at P-4 level commensurate to level of experience, and allowances including post adjustment; the level of post adjustment is subject to change.
It also carries the standard set of United Nations benefits and entitlements for international positions in the UN Common Systems, including participation in the United Nations Joint Staff Pension Fund, the possibility of participation in a health insurance programme, education grant, removal expenses and home leave.

Duration of contract:
This is a full-time fixed-term appointment. The period of initial contract would be for a one-year term, with the possibility of renewal on a fixed-term appointment basis, subject to satisfactory work performance. The combined duration of fixed-term appointments shall not exceed six (6) years. The mandatory age of retirement for United Nations staff is 65 years.
Staff members of the United Nations University are international civil servants subject to the authority of the Rector and may be assigned to any of the activities or offices of the United Nations University.
Starting date:1 April 2016.
