The Embassy of Sweden in Dar es Salaam represents the Swedish government in the United Republic of Tanzania and the EAC. The work of the Embassy comprises of development cooperation, political dialogue and reporting, trade promotion and information, migration and
consular matters and administration.
National Programme Officer - Public Financial Management/
Local Government & Land Security
The Embassy works in an integrated manner across the sections, team work is promoted. The development cooperation is carried out by the Development Cooperation Division (DC D) consisting of 16 people in total. The work of DCD is guided by a Swedish bilateral strategy for development cooperation. The Embassy is now inviting applications from suitably qualified candidates for the position of National Programme Officer to work in the areas of Public Financial Management
(PFM)/Local Government and Land Security.
Duties and responsibilities:
Support development of portfolios in areas related to Public Financial Management!
decentralization and Land Security; and management of contributions in these areas
Support the Embassy in analysis, as well as reporting to Sida and Swedish Ministry for Foreign
Affairs, on situation and trends related to PFM/local government and land security;
Other related duties as needs arise/shift, including e.g. inputs to Embassy/DCD annual planning and reporting; communication/information related to areas of responsibility; and participating in
Embassy/DCD internal work;
Report to the Head of the Development Cooperation Division for Tanzania
Qualifications, Skills and Experience:
At least Bachelor degree in development studies/economics or social science or equivalent qualifications
At least five (5) years of relevant work experience, including documented experience from
Public Financial Management, including .PFM reforms, and decentralization & local
Government level issues from a systemic and reform perspective.
Documented experience of working with Development Partners, DPs
Excellent working knowledge of English including excellent writing and reading skills
Excellent knowledge of Kiswahili language
Good knowledge and ability to work with Microsoft computer software.
Ability to acquire new knowledge and use it at work
Ability to work in a multicultural environment
Ability to communicate and cooperate easily with government and international institutions, donor agencies, companies and colleagues

Ability to take initiative and work independently
Flexibility to take on new tasks and challenges and be able to handle a multitasking situation.
