The Fair Competition Commission (FCC) invites applications from suitably qualified Tanzanian candidates to fill the post identified below. The Fair Competition Commission
is an independent Government Body established under the Fair Competition Act, 2003
(No.8 of 2003) to promote and protect effective competition in trade and commerce and
to protect consumer from unfair and misleading market conduct. The ultimate goal of
the Act is to increase efficiency in the production, distribution and supply of goods and
services.
Head of Human Resource and Administration - FCC/HDHRA/06/2015
i) Reports to: Director of Corporate Affairs
Responsible for: Effecting and implementing the HR Police of FCC as well as provide
Guidance, Mentoring and Supervision of all employees in the Department.
Direct entry qualification
Holder of a good Bachelor Degree in Public Administration/ Business
Administration in Human Resources from a recognised and reputable University.
Holder of Master Degree in Public Administration, Human Resources or Business
Administration in HR from any recognized and reputable University.
Working experience of at least five years of which two years must be at a senior
level in public institutions or government set up will be an added advantage.
Good knowledge of HCMIS (lAWSON) software used by government is an
added advantage.
Key Duties and Responsibilities: .
The Head of Human Resource and Administration will be responsible for the management
and is principal advisor through the Director of Corporate Affairs on all Human Resources
and Administrative functions of the Commission as provided in the Scheme of Service.
In particular s/he will be responsible for inter alia;
(a) Preparing annual Balance Score Cards and OPRAS Forms for each employee
and provide summary of the assessment and performance trends that will give the
highlights of areas that have fallen short of the agreed plan and give room for
improvement.
(b) Maintaining data on employees and updating on the ISPIRO and lAWSON systems
thus providing standard management reports in respect of all Human Resources
behaviour such as absenteeism, staff movements, vacancy reports etc.
(c) Coordinating human resource development programmes by completing training
needs assessment and compiling annual. corporate trainings plan; coordinate
training events, facilitate the implantation of various generic programmes, identify
carrier plans, personal development plans and identify training gaps
(d) Facilitating good relations with TUGHE and participating in employees union matters
and give guidance to the Commission during negotiations and collective bargains.
(e) Act as coordinator to interviews panels established for potential employees.
(f)Performing any other duties as assigned by the Director from time to time.
