Organizational Setting:

The Climate, Energy and Tenure Division assists member countries in their responses towards the challenge of climate change, including the mitigation of climate change, as well as the development of adaptive capacities of agriculture, fisheries and forestry to the effects of climate change. It provides a coordination role on climate change and related climate smart agriculture issues. The Division also serves as the focal point for a multidisciplinary and global approach to bioenergy as well as undertaking work and providing support and guidance on tenure issues.

The post is in the Land Tenure Team. This team provides technical support and guidance on land tenure and land administration within the framework of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the context of National Food Security.

The post is located at FAO Headquarters, Rome, Italy, and requires periodic field missions.

Reporting Lines:
The Land Tenure Officer reports to the Senior Officer responsible for the Secretariat of the Voluntary Guidelines on Responsible Governance on Tenure of Land, Fisheries and Forests in the Context of National Food Security under the overall supervision of the Deputy Director NRC.

Technical Focus:
The Land Tenure Officer will provide technical support to the development and implementation of activities and strategies within the framework of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the context of National Food Security.

Key Results:
Comprehensive technical and policy expertise to support the planning, development and implementation of Departmental/Division programmes, projects, products and services in accordance with Departmental/Division objectives and FAO Strategic Objectives.

Key Functions:

• Plans, manages and/or leads contributions to FAO’s programme on land tenure and land administration to support implementation of the Voluntary Guidelines on the Responsible Governance of Tenure;
• Leads and/or contributes to the planning, organization and implementation of technical meetings and workshops, in particular national workshops/platforms under the Voluntary Guidelines programme, in order to assist the transfer of knowledge and information on land tenure and land administration;
• Leads and/or contributes to the identification and preparation of information products including technical and policy reports, guidelines and manuals for land tenure and land administration, with particular reference to technical guides under the Voluntary Guidelines programme;
• Leads and/or contributes to the planning and implementation of support for country-level actions guided by FAO’s Country Programming Frameworks (CPFs), sub-regional and regional priority frameworks and higher-level strategic frameworks of the Organization to provide technical and policy level advice, with particular reference to country-level support under the Voluntary Guidelines programme, in the analysis, formulation and implementation of policies on land tenure and land administration and the transformation of FAO’s knowledge products into country-level results and impacts;
• Analyses and monitors key developments in land tenure and land administration, and provide guidance in areas of technical specialization;

• Prepares clear and concise reports on land tenure and land administration;
• Collaborates in FAO’s multidisciplinary team in work on the Voluntary Guidelines on the Responsible Governance of Tenure;
• Participates in resource mobilization activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements:

• Advanced university degree in land tenure, land administration or related field.
• Seven years of relevant experience in land tenure and land administration, including experience in developing countries and countries in transition.
• Working knowledge of English and French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills:

• Work experience in more than one location or area of work, particularly in field positions is required
• Extent and relevance of experience in land tenure and land administration and their governance, with particular emphasis on developing countries and countries in transition
• Extent and relevance of experience in the formulation and implementation of projects, and in providing technical assistance in the field of land tenure and land administration
• Extent and relevance of experience in analysing land tenure and land administration related issues
• Extent and relevance of experience in organizing and conducting workshops and technical meetings and managing multi-stakeholders platforms
• Extent and relevance of experience in the preparation of technical and policy reports, guidelines and manuals in the field of land tenure and land administration
• Proven ability to mobilize resources
