World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in over 15 Districts of Rwanda.
World Vision seeks to hire a highly qualified, dedicated and experienced national for the position of Deputy Chief of Party. This is a highly technical position based at Head Office - Kigaliand reporting to the Chief of Party.
*Position is contingent upon funding and donor approval. Expected start date: 01 Nov 2015*
Purpose of the position:
The Deputy Chief of Party (DCoP) is responsible for the management of the project, including grant implementation, financial accountability, staffing, planning and reporting as assigned by Chief of Party (CoP)
The Deputy CoP has responsibility for overall project operations. S/he should be familiar with the technical components of the project and the required support services. The Deputy CoP- ensures that grants operations and sub-grantee management activities are in full compliance with USAID regulations and aligned to NO operations. Upon CoP request, the Deputy CoP would represent the grant to donors and other stakeholders.
The DCOP will be responsible for technical leadership of the program and manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project.
The major responsibilities include:
- Direct and oversee World Vision's work in an assigned program, ensuring that all program goals are met
- Liaise with Ministry officials; coordinate and collaborate with top-management officials of MoH and other line ministries and other agencies related to the program
- Organize and direct the work of grant staff and short-term advisors
a) Provide supervision, training and performance management
b) Provide leadership and oversight of quality improvement and quality assurance activities implemented by the program;
c) Provide supervision, training and evaluate performance of Technical Advisors;
- Develop and update workforce planning
a) Demonstrate strong staff management practices, consistent with WV policies, donor requirements and local laws
b) Ensure proper technical capacity of staff is available
- Manage grant budget within approved spending levels and ensure accurate and timely financial reports to donors and SO IPGs
- Ensure grant/project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean audits
- Oversee supply and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements
- Liaise with host government officials, local communities, farmers, and other organizations as appropriate
- Carry out additional responsibilities and projects as assigned, including administrative and planning functions
Qualifications: Education/Knowledge/Technical Skills and Experience
- A Master’s degree or higher in management, public health, development studies, social/behavioral sciences, or in a closely related field is required;
- At least eight years of progressively increasing technical leadership/management responsibility, including experience with direct supervision of professional staff, preferably with a program of an equivalent size and scope is highly desirable
- Experience working with developing country government, international organization, other bilateral donor and civil society representatives, and senior level government officials is required;
- Experience managing and coordinating complex development programs, preferably in Rwanda is desirable;
- Experience working with USG cooperative agreement or contracts in senior program management capacity is preferred.
- Familiarity with USAID requirements, their history and their development required.
- Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country.
- Experience integrating WASH and Nutrition into complex programming (inclusive programming)
- At least five years of experience designing, implementing and managing large and complex projects involving multiple partners, in/for developing countries.
- Experience in managing inter-agency consortiums is preferred
- At least 4 years of the international development experience of either the Director or Deputy Director (or of each).
Other Competencies/Attributes:
- Fluent English speaker/reader/writer
- Level IV (fluent – speaking/reading/writing) Kinyarwanda language ability is desirable
- Strong interpersonal skills
Working Environment / Conditions:
- Minimum 30% travel to the project activities area
