Human Resources Officer (Recruitment)

DUTIES AND RESPONSIBILITIES
ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: This position is located in the Coordination and Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). The incumbent will report to the Deputy Director of CRD.
RESPONSIBILITIES: Within limits of delegated authority, the Human Resources Officer (Recruitment) will be responsible for the following duties:
General
  1. Monitors and ensures the implementation of human resources policies, practices and procedures.
  2. Keeps abreast of developments in various areas of human resources.
Recruitment and placement
  1. Projects and monitors upcoming vacancies in coordination with the Regional/Country Offices primarily, but not limited to, in French speaking countries in the field, and in the Coordination and Response Division in New York and in Geneva. Prepares vacancy announcements (multiple-duty station vacancies and single vacancies) in INSPIRA or Temporary Job Openings, , reviews applications and provides short-lists.
  2. Arranges and conducts interviews for selection of candidates.
  3. Reviews recommendation on the selection of candidate by client offices.
  4. Liaises with the Administrative Services Branch (ASB) in Geneva and New York in processing recommendations and requesting recruitment/reassignment and development;
  5. Contributes in taking stock of lessons learned and prepares notes/briefing papers for the Management and the staff;
Field staffing
  1. Keeps abreast of staffing situation in countries of responsibilities and Coordination and Response Division and process contract extension and separation as needed. In conjunction with this, provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories as appropriate;
  2. Follows up on performance appraisal documents and issues and provides advice as appropriate to staff and management.
Other duties
  1. Supervises and monitors the work of human resources officers and assistants in undertaking a range of human resource management/recruitment activities.
  2. Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
  3. Assists in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.

Ability to work under extreme pressure, on occasion in a highly stressful environment

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.
QUALIFICATIONS
Experience: A minimum of seven years of progressively responsible experience in human resources management, administration or related area. Experience in recruitment/staffing is required. Experience with interpretation and application of regulations, rules and procedures for recruitment and selection of personnel for a large international organization is required. Field experience is desirable. Experience with implementation of talent management tools is desirable.
Education: Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Languages: English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French is required.
