We are seeking a Program Manager to play a key role in program development for our work in Tanzania. The Program Manager will take on substantial cross-functional responsibilities to meet strategic program objectives in collaboration with program leadership and management. The Program Manager will drive the development of new programs and will seek out and prioritize funding opportunities, including potential government grants, aligned with programmatic goals.
The Program Manager will work under the overall direction of our Director of Development, in consultation with the Chief Medical Officer, located in the U.S., and the Country Director, located in Tanzania. Responsibilities of the role may be adapted based upon the experience of the successful candidate.
Responsibilities and Tasks
Program Development
- Manage the development of new programs as dictated by Touch's strategic priorities and aligned with identified funding opportunities. This activity will require close collaboration with Touch program leadership and external program funders.
- Structure new programs in a logical and cohesive format, including overall implementation plan, timeline, and budget. Documentation may be required in both vertical (i.e. Word) and horizontal (i.e. PowerPoint) formats.
- Conduct research and data analysis in preparation for new program development.
- Maintain holistic and detailed understanding of program work as well as opportunities for future expansion.
Proposal Development
- Structure external communication of funding needs and manage the end-to-end development of a portfolio of grant proposals (including implementation timelines, budgets, etc.), in collaboration with external partners when required.
- Manage program reporting, working closely with program team to write grant reports.
- Maintain knowledge of government and foundation grant opportunities aligned with future program goals and manage active pipeline of funding opportunities.
- Communicate regularly and effectively with various program partners during the proposal development process.
Minimum one-year commitment. Two-year commitment strongly preferred.
This position will be located either in New York City, USA (with frequent travel to Tanzania) or Mwanza, Tanzania - TBD

Qualifications of successful candidate
Knowledge, Education, Skills and Experience
- Minimum 2 years relevant professional experience in project management
- Masters or advanced degree in relevant field (e.g. MPH, MBA, MPA, MD, international development) or equivalent demonstrated professional experience
- Strong analytical abilities, both quantitative and qualitative
- Prior management experience in a consulting environment within the developing world preferred
- Experience working with donor regulations, in particular with USAID and other government-funded programs
- Experience in grant-writing and donor research
- Leadership, organizational and problem solving skills and excellent attention to detail
- Excellent oral and written communication skills, especially in the functional use of Excel, PowerPoint and Word
- Solid relationship-building skills and cross-cultural sensitivity: ability to interface with external constituents from a variety of backgrounds
- Good judgment and discretion to represent the Touch Foundation in a highly professional manner, as well as respect for local culture
