Introduction:
Tanzania Geothermal Development Company Limited (TGDC) is a subsidiary company of The Tanzania Electric Supply Company (TANESCO) established in December 2013 and came into operation in July 2014 with a mandate to spearhead geothermal resources in Tanzania.

TGDC is mandated:
To carry out geothermal exploration including geological, geochemistry, seismological, volcanological studies;
To carry business in geothermal drilling for steam and hot water, well testing and logging, reservoir assessment and management;
To mobilize funds for geothermal development from various sources;
To promote geothermal business and developer of alternative uses of geothermal energy than electricity including watering cultures, therapeutic uses, geothermal bathing, drying of farm products and all industrial and non-industrial uses;

Position: Manager Procurement ( 1 post )-Ref: TGDC/HR/024
Reporting to: General Manager
Directorate: Administration
POSITION OBJECTIVE
To oversee procurement function to ensure that flow of procurement activities supports company Business units in their endeavor to implement approved Corporate Business Plan.
KEY RESPONSIBILITIES:
Develops' and manages the procurement department including setting targets and monitoring performance.
Develops and delivers a Procurement Strategy across the TGDC to deliver the target benefits and financial savings including approving each divisional manager's purchase strategy.
Leads preparation of Corporate Procurement Plan to ensure its implementation is in line with approved corporate annual budget.
Provide specialist advice, guidance and service on leading practice procurement to all TGDC departments lead the company in identification, assessment and management of potential risks associated with differing sourcing strategies; provide insight through the analysis of spend/supply markets and savings.
Reviews the Solicitation documents, Procurement plans, Procurement implementation plans,'
Procurement performance reports to ensure that they comply with principles and that they respond to the procurement needs of the company'
Reviews Procurement Manual to ensure it responds to operational reality of the company and to ensure is kept current with Public Procurement Act and other International Procurement Guidelines
Manages disposal of company assets by tender activities to ensure that the process is compliant to the Public Procurement Act. .
Oversees maintenance of procurement records to ensure that all procurement activities are properly documented according to the Public Procurement Act requirements,
Develops continuous effort to improve Procurement operations, decrease turnaround times, streamline work process and work cooperatively and jointly to ensure quality service to customers and stakeholders.
Maintains relationship with vendors, contractors and other procurement stakeholders within procurement legal frame work of the country to ensure the company is well represented on all matters related to procurement. .
Issues approved procurement contract documents to suppliers/contractors and to ensure that respective monthly information reports are prepared for the Tender Board, Management, User functions and other stakeholders.
EDUCATION AND EXPERIENCE
Undergraduate qualification in Procurement, Supplies or its equivalent
At least five (5) years working experience in recognized/ institution and minimum of one (1) year in managerial/leadership supervisory position in the field of Procurement. Working experience in Donor Funded Projects will be an added advantage.
A fully registered member of respective professional body
SKILLS AND COMPETENCIES

Effective project management skills,
Excellent communication and interpersonal skills;
Be capable of delivering excellent results while working under pressure with tight deadlines;
Understanding of Public Procurement Act 2011 and its regulations 2013.

Permanent & Pensionable including six months of probation.
