Social Accountability Manager - CARE International

CARE International in Rwanda is seeking to recruit a Social Accountability Manager to be based in Kigali (subject to donor approval). Depending on the finalization of the program, the final description of the position might change.

The Program
CARE is anticipating a donor-funded program in Rwanda focusing on strengthening good governance, human rights, and social cohesion, using multiple approaches including civil society capacity building, grant making to initiatives promoting public and social accountability, and advocacy and policy influencing to enhance GoR goal for inclusive development and growth.
Job Purpose Statement
The Social Accountability Manager will be a senior member of the program team. The primary responsibility of the position is to provide high quality technical expertise on the support of local civil society organizations (CSOs) on governance, including advocacy and social accountability programmatic areas. She or he will be the main responsible for ensuring quality design and implementation of the program component related to providing capacity building and accompaniment to civil society on their governance programming.
Duties and responsibilities
  • Although the detailed job description may change as the program is being finalized, key duties and responsibilities are anticipated to include:
  • Design and ensure quality implementation of an innovativeand participatory CSO capacity building program, including but not limited to:
  • Support the set-up and effective functioning of a 'CSO training and clearing house' that will independently and beyond the program's lifespan provide training to Rwandan CSOs based on their needs.
  • Support the development and rollout of a CSO index and its tools, which will help CSOs identify their strengths and weaknesses on organizational and programming aspects, and that contributes to a strong and competitive civil society.
  • Design and facilitate needs-based and context specific trainings with the objective of enabling CSOs to support inclusive governance and accountability, and to influence policy and other relevant decision making processes.
  • Support selected CSOs to set up and implement their governance, accountability and advocacy programming in a successful way.
  • Provide hands-on TA and on-the-job mentoring to CSOs.
  • Provide support to networks and umbrellas of CSOs.
  • Lead innovative approaches to advocacy and policy engagements that promote continuous dialogue and collaboration between CSO and government agencies at multiple levels
  • Build and maintain strong relationships with national civil society and government stakeholders, and facilitate the engagement between civil society and government.
  • Support the alignment of the community score card (CSC) model in the district accountability system (Imihigo) in selected districts
  • Stay informed about the latest relevant global developments related to governance strengthening, policy influencing, civil society strengthening and the Rwandan civil society.
  • Contribute to the realization of CARE's partnership vision as a 'convener & facilitator' of CSOs in Rwanda, including inputting best practices and experiences from the program into CARE's wider programs in Rwanda.
  • Support the Chief or Party in the program's strategic planning, gathering and analysis of M&E data and report writing.
  • Ensure open communication with the program team, both in Rwanda and in the UK.
  • Represent CARE Rwanda and the program team in national, regional, and global governance and CSO fora, influencing debate both externally and within the project/CARE's program
Minimum requirements
  • Master's degree in a relevant field (social sciences, political sciences, governance, development studies, conflict management or any other relevant field);
  • Minimum of 5 years working experience as technical resource person on governance, civil society strengthening, and policy advocacy
  • Minimum of 8 years working experience in and with civil society;
  • Demonstrated successful experience with advocacy and policy influencing;
  • Demonstrated strength in building and managing relationships with civil society and government partners;
  • Knowledge and understanding of the Rwandan context and culture, including the government structure and civil society, preferable working experience in Rwanda;
  • Fluency in English is required, preferable knowledge of French and Kinyarwanda.
