General Overview:
The HBC Program' Manager is Responsible for the coordination of the Walter Reed PEPFAR HBC programs under the Walter Reed Southern Highlands HIV Program, Tanzania. Services include, but are not limited to, HIV prevention interventions, Training of various peer groups and identification of role model and supervision of all prevention interventions to ensure quality service delivery. The incumbent will be responsible for liaising with local and national associations, including faith based organizations.
Duties and Responsibilities:
Responsible for the coordination of the Walter Reed PEPFAR HBC program in the southern highlands
Work and assist the local partners both medical and outreach to implement HBC program according to the National guidelines available from Ministry of Health and Social Welfare (MOHSW)/National AIDS
Control Program (NACP) in the southern highlands.
Work with the Outreach Director to assess capacities of local organizations (community based, non-govemment and faith based) within the Southern Highlands, identifying those who will participate under the Walter Reed Southern Highlands HIV Program either through direct funding and/or provision of technical assistance.
In collaboration with other Outreach staff, work closely with partners to facilitate them in the preparation of annual budgets, Scope of Work and Statement of Work
Provide HBC Technical Assistance to Regional and district hospitals in
Mbeya, Ruvuma and Rukwa but also to NGO dealing with HIV under our- support of funds with collaboration with Government Horne Based Care
Coordinators of the respective districts through supervision:
Provide guidance's and updates to partners before development of budgets for next implementing periods and providing assistance in the process. (Planning meetings)
Review local partners Scope of Work (SOW), Statement of Work and
Budgets before sending to the Walter Reed Management for approval
Work with partners particularly umbrella organizations in ensuring HBC
providers have a required knowledge and skills In executing their job and therefore coordinate their skills trainings.
Prepare WRP HBC monthly, Quarterly and Annual Narrative reports
Assist partners in capacity building by establishing structures, tools and mechanisms to Improve services including enhanced data collection and fiscal accounting and analysis and application of findings towards program planning.
Participate on PEPFAR indicators and indicators update orientation of partners about it before SAPR / APR with M&E team
Review of SAPR, APR and Narrative reports before submitting ending them to USG and Walter Reed Headquarters.
Improve partner documentation by using available or designed national and WRP tools
Participate on HBC related meetings organized by district, national, HBC implementing partners
Prepare, document success stories and best practices under HBCs and share or disseminate for the purpose of improvement and learning in the program.
Participate on WRP program meeting
Perform any other assignment or duties that may be required to support the general program
Requirements/Recommendations:
At least three - five years of related programmatic experience to one or more in the areas of counseling and testing, and prevention services
Knowledge about HIV disease, transmission and prevention based upon training or experience.
Knowledge and experience regarding community based programs for
HIV prevention and supportive care and treatment
Excellent human relations, organizing, planning, team building,
facilitation and leadership skills.
Demonstrate ability to manage multiple tasks and complete assignments within allocated time and budget .
Incumbent will be expected to travel frequently within Tanzania
Requires evenings and weekends will include working with groups focusing on various aspects of HIV prevention and care and treatment , working with various church groups
Good communication skills; ability to troubleshoot; ability to work independently and supervise others.
Must be diplomatic and culturally sensitive, with excellent communications skills.
Education Qualifications:
Bachelor in Nursing or Advanced Diploma in clinical Medicine with
Postgraduate training in Public Health or HIV / AIDS related discipline,
Degree in Sociology with Postgraduate training in related discipline.
Knowledge and skills in organizing health campaigns
Computer knowledge is additional advantage
