The Embassy of the United States of America in Kigali is recruiting for the position of Voucher Examiner in the Budget and Financial Management Section. The position is available to start immediately.
DUTIES
Incumbent examines and prepares all payment vouchers for State, ICASS, PD, DS, DAO, CDC, AID and OBO that total $5,500,000 annually. She/he maintains official accounting record for the Facilities Manager Allotments (OBO 7666 and 7672) and representation via RMFS that involves allotments that total over 100,000 annually. She/he reviews vouchers to ensure that they are proper, appropriate and accurate and assigns fiscal data to vouchers. She/he does the Budget and Finance Branch electronic filing.

REQUIREMENTS:
All applicants MUST address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Completion of secondary school is required. Specialized training in accounting is required.
2. Two to three years of accounting experience is required.
3. Level III (good working knowledge) English and French, and level IV (fluency) in Kinyarwanda, required.
4. Incumbent must have good working knowledge of budget and finance practices and procedures. Must be able to learn and become familiar with State Department procedures for preparing and processing WinDatel payments.
5. Must be able to resolve payment problems that surface from vendors and post staff. Must be able to operate a personal computer and use excel, word processing and DOS-supplied software.
