In collaboration with the World Food Programme(WFP), the Ministry of Education(MINEDUC) is conducting a pilot phase of the Home Grown School Feeding Programme(HGSFP) in Nyamagabe and Nyaruguru Districts. For the programme implementation, the Ministry wishes to recruit highly motivated candidates to fill the vacant posts of the "Project Coordinator", "Project assistant" and the "Driver".

1. JOB TITLE: Home Grown School Feeding Project Coordinator
IMMEDIATE SUPERVISOR: Director of Cross Cutting Programs
RESPONSIBILITIES
- Produce the HGSF project quarterly Action Plan and provide support to implementing partners(REB, Districts, HGSF Working Group...) in designing and implementation of their periodic activity plans and budgets in line with the agreed Annual Work Plan and Budget (AWPB) .
- Initiate and coordinate the activities of developing a national strategy for progressive financing for the HGSF.
- Organize and Coordinate trainings for staff and committees involved in the project implementation
- Coordinate all activities of purchasing Food and Non - Food items to provide to the pilot schools
- Oversee HGSF activities at district level in collaboration with the HGSF District Coordinators
- Organize regular Joint monitoring activities.
- Advocate for resources for school feeding from national, district, sector and local communities.
- Supporting targeted Districts to mobilize small-holder farmers to strengthen local purchase opportunities.
- Analyze and synthesize the quarterly reports from the targeted Districts and prepare feedback where necessary.
- Working with the MINEDUC's finance department in all matters related to the project finances and make comparison with the' funds received from WFP.
- Produce regular financial and narrative reports (monthly and quarterly) and work plans as requested by partners and Government institutions.
- Assist external auditors during their audit mission
- Participate in or attend special events or meetings addressing issues related to the School Feeding Programme and other initiatives as requested by MINEDUC.
- Any other duties as assigned by the Ministry of Education in the area of School Feeding.
SKILLS&REQUIRED QUALIFICATION
- Hold at least a Bachelor's degree in Nutrition, Education, Public health, Project management or Social sciences.
- Having a relevant professional experience of 5 years in Project Management, Program designing and coordinating donor funded projects;
- Demonstrate capacity to work pro-actively with partners; -Proven working experience in project management and financial skills;
- Be familiar with the Rwandan education system;
- Proficient level of MS Office package (MS Excel, Word, Power Point, etc.);
- Fluent in English; working knowledge of French or both languages is an added advantage.
2.Home Grown School Feeding Project Assistant
IMMEDIATE SUPERVISOR: Project Coordinator
RESPONSIBILITIES
- Assist the HGSF Coordinator in producing regular Action Plans and provide support to implementing partners (REB, Districts, HGSF Working Group...) in designing and implementation of their periodic activity plans and budgets in line with the agreed Annual Work Plan and Budget (AWPB).
- Assist the HGSF Coordinator in Organizing trainings for staff and committees involved in the project implementation
- Receive and assist in compilation of the reports from the targeted Districts
- To identify priority files to be submitted to the HGSF Coordinator.
- Provide administrative support to the HGSF Coordinator
- Receive incoming and assist in delivering outgoing correspondences and filing them
- Coordinate specific office appointments
- Recording, sorting out and filing the files for the HGSF Coordinator
- Receive and direct visitors
- Any other duties assigned by the HGSF Coordinator in the area of School Feeding
SKILLS&REQUIRED QUALIFICATION
- A university degree in Project management/administration or other related field with at least 2 years working experience in similar responsibility.
- Strong social and communication skills
- Be familiar with the Rwandan education system;
- Proficient level of MS Office package (MS Excel, Word, Power Point, etc.);
- Fluent in English; working knowledge of French or both languages is an added advantage.
3. Home Grown School Feeding Project Driver
IMMEDIATE SUPERVISOR: Project Coordinator
RESPONSIBILITIES
- Drive the project car for purposes of transporting staff, specific missions on request, etc
- Care for the condition and maintenance of the project vehicle.
- Recording the fuel consumption and trip movements
- Regularly report to the coordinator on car movements and fuel consumption
- Perform any other duty assigned by the project coordinator
SKILLS&REQUIRED QUALIFICATION
- Preferably, A2 auto mechanics or related studies
- At least 1 year practical relevant working experience -Valid driving license category B -Mechanical skills
- Good communication and interpersonal skills
