1. Director General, Operations
Reporting to the Governor, the Director General, Operations position exists to provide executive leadership in the implementation of monetary policy decisions, management of the official reserves, overseeing government debt securities market, ensuring currency management and providing banking services to the government & other public entities.
A. Key duties and responsibilities
  • Leadership in day today Currency and Banking Operations management, implementation of monetary policy decisions, liquidity regulation, and management of the country's foreign exchange reserves.
  • Play a key role in the identification of strategic objectives and key performance indicators of the Bank;
  • Provide leadership in the development and implementation of the Directorate's long term and short term strategy and operational plans and policies;
  • Responsible for overall leadership of the Banking Operations, Financial Markets and Currency Management and manages the team to achieve its goals and objectives;
  • Steer the preparation and monitoring of the Directorates budgets for presentation to the management of the Bank and Board of Directors;
  • Reviews systems, procedures and controls to ensure they are effective and efficient, and updating these as appropriate;
  • Put in place an effective risk and control framework ensuring any weaknesses noted are addressed on a timely basis;
  • Produce reports covering currency management of liquidity, official reserves management, and public debt and other subjects relative to implementation of monetary policy decisions.
B. Minimum Academic and Professional qualifications
C. The job holder should possess: At least a Master's degree in Accounting, Finance, Economics or Business Administration.
Minimum years of experience
The job holder should have at least five (5) years' experience in financial services sector, with at least five (3) years in a senior managerial capacity.

2. Director, Monetary Policy and Research
Reporting to the Director General, Monetary Policy, the Job Holder is responsible for leadership in the formulation and implementation of the monetary policy framework and economic analysis, overseeing research activities on economic issues and the building, operation and management of short-term and medium-term micro and macroeconomic forecasting models used for monetary policy impact analysis.
A. Key duties and responsibilities
  • Leadership in economic research, implementation of monetary policy framework;
  • Preparation of monetary policy statements and economic reports;
  • Lead in the development of the department's strategic (long-term and short-term) and operational plans and policies;
  • Lead economic research and provide policy advice towards macroeconomic stability and financial sector development in the interest of Rwandan economic growth and development;
  • Oversee the development, operation and management of short-term and medium-term micro/macro models as well as the whole process to produce forecasts of key macroeconomic variables;
  • Oversee the conduct of market surveys to inform economic analysis and forecasting;
  • Oversee the compilation of periodic technical notes and policy briefs as well as contribution to BNR annual and quarterly reports;
  • Pioneer the development of appropriate methodologies used to compute key; and Macro-economic leading, lagging and coincident indicators.
B. Minimum Academic and Professional qualifications
The job holder should possess: A PhD in Economics Accredited to a recognised professional body or institution.
C. Minimum years of experience
The job holder should have at least five (5) years' experience in financial services or research sectors, with at least three (3) years in senior managerial capacity; Exposure to macro and micro economic research within Rwanda and the region; and at least two (2) recognised publications in the field of economics and or monetary policy.

3. Legal Counsel and Company Secretary
Reporting to the Governor, the Legal Counsel and Company Secretary is responsible for overseeing the provision of legal support to the Bank. The role holder also provides input in the development of the Bank and department long and short term strategic and operational plans and policies.
A. Key duties and responsibilities
  • Act as the Bank's legal counsel and company, secretary;
  • Provide leadership in the implementation of the Legal
  • Counsel and Company Secretarial department strategy and lead the team to achieve its goals and objectives;
  • Lead the Bank's legal and regulatory development and reviews;
  • Support the Board of Directors in delivering its functions, including Board plan, agenda, recording of Board resolutions, minutes and ensuring implementation of the Board decisions;
  • Provide legal advice to the Board, Management and departments across the Bank;
  • Provide legal support in the development of the legal and regulatory framework for the financial sector under BNR supervision;
  • Review Bank and suppliers or partners contracts / agreements to assess legal implications and ensure compliance with statutory and legal requirements;
  • Represent the Bank in litigation matters in defending its interests, manage external lawyers and review progress of litigation cases handed over to them;
  • Ensure technical notes and necessary reports are reviewed and submitted within the defined timeframes and requirements; and
  • Be the custodian of all legal documents such as contracts.
B. Minimum Academic and Professional qualifications
The job holder should possess a Master's degree in Law
C. Minimum years of experience
The job holder should possess: At least five (5) years' experience in d functions corporate legal set up or related legal structure and three (3) years in a senior managerial capacity; Experience in handling both internal and external legal advisory roles; handling corporate/ legislative reforms and understanding of company secretarial functions.

4. Director, Administration
Reporting to the Director General, Human Resources and Administration, the position exists to ensure the provision of high quality and sustainable administrative support to the Bank in order to enable smooth running of the Bank and delivery of strategic objectives.
A. Key duties and responsibilities
  • Ensure administration of the Bank through implementation of set standards and development of initiatives to enhance efficiency and effectiveness;
  • Provide leadership in the development and implementation of the department long-term and short-term strategy and operational plan, policies and procedures;
  • Be responsible for Public Relations and Customer Care, Maintenance of the Bank's equipment and facilities, and Estate Management; Security; Logistics and Stores
  • Lead the department to achieve its goals and objectives; Ensure that the necessary reports, internal updates, situation reports and budgets are reviewed and submitted within the defined time frames and requirements; and
  • Provide expert organisational support throughout the Bank and ensure the working environment both in and around the work premises are properly maintained; and
  • Responsible for events management in an efficient and effective manner.
B.Minimum Academic and Professional qualifications
The job holder should possess: A Master's degree in Management, Business Administration or a related field.
C. Minimum years of experience
The job holder should possess: At least five (5) years' experience in corporate administration, with at least three (3) years in a senior managerial capacity; Proven experience of providing or overseeing successful administrative support and office systems within a complex organisation; and Experience of effective supervision and staff motivation.

5. Corporate Communications Expert
Reporting to the Governor, the jobholder is responsible for leading the development of the Bank's Communications programmes and activities in order to support the Bank's overall strategic direction and objectives. The position ranks at Manager level.
A. Key duties and responsibilities
  • Implement the Bank's communication strategy and ensure its development in line with the Bank's mission and vision;
  • Ensures the Bank's communication is efficiently performed as per corporate governance standards;
  • Lead the development of formats of presentation of the various reports and bulletins;
  • Continually analyse the various reports, presentations and bulletins with the objective of extracting and drafting customised reports to be used by the Management of the Bank;
  • Manage the Bank's brand and corporate identity;
  • Manages the Bank's website and ensure that information is provided in relation to the customer expectations;
  • Handle media management, extraction of daily media publications relevant for the Bank decisions to provide daily media brief to the Governor.
  • Drive the development and coordination of all strategic initiatives associated with internal and external communications;
  • Responsible for the Governor's speeches, press releases, and opinion pieces.
  • Drafts and reviews organisational materials including periodicals, reports, books, and reviews drafts prepared by the senior officers;
  • Prepares messages, technical notes for press communication for the management of the Bank.
  • Initiates and develops communication programmes intended to inform the public of the activities and achievements of the Bank;
  • Be the custodian of all communication materials such as high level Bank presentations with significant confidentiality demands.
B. Minimum Academic and Professional qualifications
 The job holder should possess: A Master's degree in Communications, Journalism, or a related field.
C. Minimum years of experience
The job holder should possess: At least seven (5) years' experience in Corporate Communications or Journalism focused on Corporate Affairs.

6. Manager, Corporate Planning
Reporting to the Director, Strategy, the position exists to coordinate the planning process in the Bank by setting up the Bank's mid-term and short-term objectives to achieve its main mission, determine the tools and approach to be used and produce implementation report of the business plan (quarterly) and strategic plan (annual) as well as BNR annual activities report.
A. Key duties and responsibilities
  • Responsible for the preparation and design of the overall Bank's Strategic and annual plans;
  • Be part of the overall planning function to ensure budgeting and other major planning functions in the Bank are coherent with the Bank strategies, and plans;
  • Identify and consolidate the establishment of any appropriate management systems that would support the realisation of the Bank's Strategy, e.g. ISO or any regionally set-up standards;
  • Support the functions heads in cascading the overall BNR Strategy into the functional plans;
  • Establish and review parameters for measuring the achievement of performance goals;
  • Manage the preparation of Monthly, Quarterly and annual activities report for the Bank's business and strategic plans and other policy areas;
  • Coordinate assessment of implementation of Business Plan;
  • Assess implementation of Strategic Plan;
  • Provide Draft executive summary of the Strategic Plan, Annual Plan and Business Plan;
B. Minimum Academic and Professional qualifications
The job holder should possess: A Master's degree in Business Administration, Strategic Management or a related field.
C. Minimum years of experience
The job holder should have at least five (5) years' experience in corporate planning with at least three (3) years in a managerial capacity.
D. Skills and competencies required
The job holder should have:

7. Manager, Monitoring and Evaluation
Reporting to the Director, Strategy, the position exists to coordinate the Monitoring and Evaluation process in the Bank by determining the tools and approach to be used and monitor, Evaluate and produce reports of the business plan and strategic plan as well as effectiveness / impact of BNR's initiatives and disseminating evaluation results and other findings.
A. Key duties and responsibilities
  • Provide an objective assessment of the Bank's contributions to the development through assessment of Bank projects and operations efficiency on periodical and adhoc basis;
  • Develop monitoring and evaluation plans to effectively analyse and present project results and implementation of strategic decisions in a synchronized manner.
  • Develop tools and processes that support quality project and Programmes monitoring and evaluation that meet international standards and comprehensively analyse the outputs and outcomes.
  • Responsible for comprehensive reports on various projects, plans and initiates, budget management and efficiency of policies and procedures in place and gaps;
  • Identify and consolidate the establishment of any appropriate management systems that would support M &E systems for the realisation of the Bank's Strategy,
  • Support function heads in Monitoring and Evaluation of the overall BNR Strategy and the functional plans;
  • Support function periodic monitoring and Evaluation for the requirements in terms of activities, staff levels and budgets;
  • Establish and review parameters for measuring the achievement of performance goals;
B. Minimum Academic and Professional qualifications
The job holder should possess: A Master's degree in Business Administration, Project Management or a related field
C. Minimum years of experience
The job holder should have at least five (5) years' experience in corporate planning and or monitoring in a complex organisation with at least three (3) years in a managerial capacity

8. Manager, Estate Management and Maintenance
Reporting to the Director, Administration, the job holder is responsible for overseeing basic maintenance and repair of the Bank's infrastructures, equipment and facilities.
A. Key duties and responsibilities
  • To develop and plan maintenance processes and programmes the Banks' infrastructure and the Bank environment;
  • To supervise and support administration of related suppliers and contractors as required;
  • To lead and arrange a prompt and effective response to all compliance related defects or issues on goods or services supplied;
  • To supervise the monitoring of the plumbing system in BNR Buildings and Facilities and other related areas;
  • To implement quality assurance processes across the range of goods and services supplied;
  • To lead in condition surveys and assist in developing planned maintenance schedules and programmes;
  • To implement quality assurance processes buildings, equipment and facilities;
B. Minimum Academic and Professional qualifications
At least a Bachelor's Degree in Civil Engineering.
C. Minimum years of experience
The job holder should have at least five (5) years' experience in estate management, project management with at least three (3) years in a managerial capacity.

9. Manager Security
Reporting to the Director, Administration, the Job Holder is responsible for managing and leading a security team responsible for defining, driving and continuously improving the security strategies of the Bank. The role holder is expected to continuously monitor and respond to any security events and incidents in the Bank.
A. Key duties and responsibilities
  • Ensure the Bank's overall security;
  • Analyse security needs of the Bank and ensure proactive approach in maintaining the security of people, systems and assets of the Bank;
  • Produce daily, incidental and periodical reports to guide decision making;
  • Analyse the security related contracts and supplies and enhance efficient management including technology transfer to the Bank team; Implement and review as deemed suitable the control policies and procedures to ensure safety and operational requirements;
  • Provide security guidelines for the staff and customers of the Bank to ensure full security ownership;
  • Lead the Bank security personnel to ensure security;
  • Create awareness among employees to ensure that all understand risks associated with physical security (fire, threat and terrorism);
  • Oversee the installation and maintenance of safety and security equipment in BNR's premises;
  • Work closely with state security and law enforcement agencies;
  • Advise the management of the Bank in any other security related issues;
B. Minimum Academic and Professional qualifications
The job holder should: Have a Bachelor's degree in security management, law, human resources management or any other related discipline with Justice, Security, or related course specific security administration.
C. Minimum years of experience
The job holder should: Possess at least five (5) years experience in a similar role in the financial services sector or any other sector of the same set up, with at least three (3) years in a managerial capacity and security administration.
