The RESPOND Tanzania Project (RTP) is funded by the United States Agency for International Development (USAID), through an Associate Award under the RESPOND Leader with Associates (LWA) award, and is managed by Engender Health in partnership with the Meridian Group International, and the Population Council. The program focuses on the informed and voluntary use of long-acting and permanent methods of contraception (LA/PMs), scale-up and strengthening of prevention of mother-to-child transmission of HIV (PMTCT), decentralization of comprehensive post abortion care (cPAC) services and building capacity for delivery of health facilities to respond to gender-based violence (GBV) and violence against children (VAC).
EngenderHealth Tanzania Country Office is now seeking the expression of interests for the position of Director of Monitoring, Evaluation and Research (ME&R), EngenderHealth/Tanzania (EHT)/Director of ME&R, RESPOND Tanzania Project (RTP) based in Dar es Salaam. This position is open for Tanzania national candidates only.
JOB SUMMARY
Working under the supervision of the RTP COP, the ME&R Director leads an EHT-wide monitoring, evaluation and research (MER) strategy and develops and implements the ME&R strategy for RTP. The Director works with Team Leaders, Country Directors and Field Managers to ensure that high-quality M&E practices are included in country-based activities and work plans, that indicators and M&E plans conform to EngenderHealth and donor standards and protocols, and that evidence, lessons learned and best practices are appropriately captured, documented, and disseminated.
RESPONSIBILITIES
Director of ME&R, EngenderHealth/Tanzania (EHT)
Management and Capacity Building
- Provide ME&R leadership and support for implementation of the EHT Country Strategy and Implementation Plan, including the EHT Knowledge Management Strategy;
- Manage ME&R staff across all EHT Projects;
- Develop ME&R technical capacity of staff from all EHT Projects and MOHSW;
- Manage a pool of ME&R staff to participate in the development of proposals and review and approve ME&R components of all proposals;
- Collaborate with Program Staff on the development of annual workplans for all EHT Projects, ensuring ME&R activities/studies are included and budgeted for in all Projects;
- Serve as the senior EHT ME&R representative in various fora, including technical working groups and task forces;
- Identify needs for and coordinate ME&R technical assistance, whether from EH internal resource persons, consultants or other institutions.
Monitoring
- Provide technical review and approval for M&E plans for all EHT Projects, ensuring that they adhere to organizational reporting and donor requirements;
- In collaboration with local database specialists and programs and IT teams, ensure the development and maintenance of quality databases for all EHT Projects;
- In collaboration with ME&R and programs staff, ensure accurate data is regularly entered into external databases including TMEMS and PROMIS;
Research
- Provide technical and ethical input, review and sign off for study protocols for all EHT Projects prior to submission to EHT COP and EngenderHealth/HQ;
- Oversee local IRB submissions for all study protocols in accordance with local laws and regulations;
- Develop or oversee production of journal articles and products from studies.
Reporting
- Ensure timely submission of annual EngenderHealth/HQ indicator reporting for all EHT Projects;
- In collaboration with programs staff, ensure timely submission of quality donor reports for all EHT Projects;
- Work with other EHT and EH/HQ staff to document lessons learned and success stories, including publication of technical briefs and other products.
Director of ME&R, RTP
- In collaboration with USAID and EHT management team, direct the development and implementation of the overall M&E approach and PMP for the Project, linking it to USAID’s results framework, reporting requirements, and relevant performance indicators.
- Coordinate with RTP staff to produce timely, quality USAID reports
- Working in collaboration with the RTP management team and HQ ME&R and clinical staff, design, implement as appropriate, and analyze practical research studies to measure impact of interventions and assess result information not captured through the routine monitoring system.
- Ensure routine data collection for RTP in collaboration with the MOHSW, including the provision of technical assistance to MOHSW to strengthen the MTUHA NHMIS system;
EDUCATION, EXPERIENCE & CERTIFICATIONS
- PhD or equivalent in public health, demography, social science or related field is preferred; however, applicants with advanced post graduate degree in public health, demography, social science or related field with significant study design, implementation, and analysis experience are also encouraged to apply.
- Minimum of seven years of relevant experience in applying ME&R to international reproductive health projects, with a minimum of 5 years’ experience in a supervisory/management capacity.
- Experience working with USAID on large-scale reproductive health programs, including knowledge of USAID’s reporting requirements on both family planning and HIV/AIDS interventions is highly preferred.
- Familiarity with MOHSW structures and programs
- A successful track record in supporting proposal development.
KNOWLEDGE, SKILLS AND ABILITIES:
- Demonstrated experience in designing and conducting qualitative and quantitative studies grounded in service delivery programs.
- Experience in strategic planning
- Experience in performing multivariate data analysis using STATA, SAS or SPSS
- Knowledge of qualitative data analysis programs; ATLAS is desirable.
- Excellent written and verbal communication skills.
- Proven ability to be flexible and adaptable.
- Exceptional interpersonal, teamwork, and partnering skills
- Exceptional ability to lead, mentor and support teams.
- Experience developing M&E plans for donors.
- Ability to tailor data collection approaches to local needs, interests, and capabilities.
- Ability to convey M&E results to non-technical stakeholders.
- Professionally bilingual in Kiswahili and English, strong ability to write in English
- Fluency in written and oral English required
- Ability to travel up to 25%.
