The Cotton and Textile Development Programme (CTDP) is an initiative of Tanzania Gatsby Trust (TGT) and is funded by the Gatsby Charitable Foundation (GCF) and the UK's Department for International Development (DFID). The CTDP works under the auspices of the Tanzania Cotton Board (TCB) and with a wide range of public and private sector partners to improve the incomes and livelihoods from cotton of 360,000 small scale cotton farmers in the Lake Zone regions of Tanzania _ aiming to sustainably transform the country's cotton industry. The transformation includes major policy work on cotton pricing, licensing and regulation; the development of private markets for key agricultural-inputs; and the facilitation of sector-wide use of improved cotton seed. In parallel to this market transformation, the Programme is encouraging cotton farmers to adopt minimum tillage conservation agriculture.
The programme is managed from a head office in Dar es Salaam with a field team based in Mwanza. Financial management and administrative support are provided by Tanzania Gatsby Trust, a local institution set up with the support of the Gatsby Charitable Foundation, but n functioning independently. The CTDP employs 26 full-time staff but also engages with a very large number of field officers and lead farmers.
Cotton and Textiles Industry Policy Analyst
Reporting to: Cotton Programme Director & Director of Textiles Development Unit
Location: Dar es Salaam, with some travel to Tanzania's Lake Zone
KEY RESPONSIBILITIES
• To support the Cotton Programme Director and Senior Policy Advisor in advising TC'B on formulating and implementing public sector policy supporting cotton industry reform:
? Strategic assessment of the impact of policy alternatives on various stakeholders within the political economy of Tanzania's cotton sector
? Facilitation of relations between TCB and other Governmental bodies (e.g. Ministry of Agriculture, Regional and District authorities) in the implementation and regulation of policy
? Market analysis of Tanzanian and international cotton markets to provide advice on seed cotton pricing and agricultural input supply mechanisms
? Financial analysis of key stakeholders, such as ginners or the Cotton Development Trust Fund, to support understanding of institutional and competitive viability
• To provide analysis of key cotton sector data, e.g. on input supply, production, processing and sales to support Programme strategic management as well as the delivery of Programme functions of communication, monitoring and evaluation .
• To support the work of the Textiles Development Unit in promoting policy reform by undertaking analysis and report drafting on:
? Sector inefficiencies and comparative factor costs
? Export and domestic market opportunities
? Investment opportunities - both for investors and for the TDU's own funds
• Developing reporting templates and analysis of impact for donors and the Steering Committee to communicate the outputs and impact of the TDU.
CORE COMPETENCES Technical Competence
The ideal candidate will need to have:
• A commitment to and understanding of market development solutions
• An understanding of business, including manufacturing
• Comprehensive understanding of the constraints faced by farmers in accessing inputs and services - ideally in the cotton sector
• An understanding of public policy decision-making processes and of the means of influencing policy effectively
• Extremely strong analytical skills, including the ability to analyse financial statements
• Excellent work planning and communication skills
Personal Skills
The ideal candidate will have:
• A passion for development, and be extremely results-oriented towards that goal
• Commitment to a high standard of professional performance and integrity
• Initiative and the ability to work independently, taking a high degree of personal responsibility for the team's results
• A private sector outlook on development, and be enthusiastic about promoting private sector investment to drive results
• Strong intellectual curiosity.
Qualifications, Experience and Expectations
• Five to seven years' experience in some combination of private sector and/or public policy analysis
• Experience working in Africa, either in a private or public sector context
• Extensive experience of developing analytical solutions to strategic problems
Fluency (written and spoken) in English
• Higher education qualification (BA or above)
