Infrastructure Engineer, P3
Duties:
Assist WFP and the humanitarian cluster in the assessment, prioritisation, and planning of road and bridge rehabilitation projects in eastern DRC and presenting a list of potential projects for execution between 2013 and 2016. This exercise includes the following activities;
Liaise with the government, the logistics cluster, WFP, and other concerned actors to define the geographical areas, the priorities, constraints, and practicalities of executing infrastructure projects in eastern DRC.
Submit a project plan, to be signed off by all stakeholders, detailing the scope of the assessment exercise, the areas of the country to be targetted, and the expected outputs.
Conduct assessments of the roads and bridges on the selected priority routes. In liaison with the logistics cluster and other relevant third parties, generate base scopes of work for the repairs, together with outline cost estimates and expected implementation schedules.
Assess the feasibility of current project proposals being submitted to donors (Pooled Fund and CERF). Provide any recommendations necessary to ensure their successful implementation.
Introduce international standards that qualify projects submitted by the logistics cluster for other funding sources like I4S, P8F or directlt from donors.
Support the logistics cluster in the implementation of any priority projects necessary. This shall include support through planning, design, tendering and the construction phases. It may additionally involve the creation of detailed scopes of work and contract packages.
Co-ordinate the assessment of Consultant and Contractor capacity in eastern DRC and assist WFP procurement in the creation of approved vendor shortlists for future construction projects.
Liaise with, and receive technical direction from the WFP Chief Engineer and HQ Field Engineering Team on a regular basis to ensure compliance with general WFP construction planning and implementation of infrastructure projects..
