The Cotton and Textile Development Programme (CTDP) is an initiative of Tanzania Gatsby Trust (TGT) and is funded by the Gatsby Charitable Foundation (GCF) and the UK's Department for International Development (DFID). The CTDP works under the auspices of the Tanzania Cotton Board (TCB) and with a wide range of public and private sector partners to improve the incomes and livelihoods from cotton of 360,000 small scale cotton farmers in the Lake Zone regions of Tanzania _ aiming to sustainably transform the country's cotton industry. The transformation includes major policy work on cotton pricing, licensing and regulation; the development of private markets for key agricultural-inputs; and the facilitation of sector-wide use of improved cotton seed. In parallel to this market transformation, the Programme is encouraging cotton farmers to adopt minimum tillage conservation agriculture.
The programme is managed from a head office in Dar es Salaam with a field team based in Mwanza. Financial management and administrative support are provided by Tanzania Gatsby Trust, a local institution set up with the support of the Gatsby Charitable Foundation, but n functioning independently. The CTDP employs 26 full-time staff but also engages with a very large number of field officers and lead farmers.
Cotton Programme Director
Reporting to: Programme Steering Committee and Africa Programmes Director, Gatsby Charitable Foundation
Location: Dar es Salaam, with regular travel to Mwanza and occasionally within the EAC region
KEY RESPONSIBILITIES
• Lead strategy development for the Programme
• Manage the Programme team to deliver effectively on the agreed strategy and objectives, including budget development and team resourcing
• Oversee the performance of any third party consultants or implementing organisations
• Supervise the financial and logistical operations of the Programme, including HR and back office, working closely with TGT's financial and management team to ensure value for money and proper use of all donor funds
r Manage existing critical relationships with the Tanzanian Cotton Board, local and national government and key private sector partners; lead development of new funding and implementation partnerships as appropriate
• ManaQe reporting to and relationships with all donors and co-tenders
• Ensure that the Programme communicates effectively with external stakeholders, particularly the Tanzanian government at local and national level, the private sector and cotton farming communities
• Ensure the Programme monitors its operations effectively and develops appropriate strategies for transparently evaluating its impact.
COMPETENCES
Technical Competence
The ideal candidate will need to have:
• An understanding and belief in market-based solutions for development with a strong degree of comfort in engaging with the private sector to drive results
• Strong project management skills: able to monitor multiple work streams, co-ordinate contracting partners and stakeholders, foresee and pre-empt potential delivery issues
• Comprehensive understanding of the constraints faced by farmers in accessing inputs and services - ideally in the cotton sector - coupled with in-depth exposure to farming systems
• The ability to develop and implement effective systems for managing and monitoring large teams in the field and for managing significant programme budgets
• Familiarity with the donor landscape; understands donor priorities and is able to communicate the strengths and ambitions of the programme to donors and potential co-funding partners.
Personal Skills
The ideal candidate will:
• Be passionate about improving the livelihoods of smallholder cotton farmers, and be extremely results-oriented towards that goal
• Strong strategic thinking skills and good judgment, but also consultative and collegiate in making decisions regarding programme direction inclusively when needed
• Excellent interpersonal, diplomatic and persuasive skills. Able to build a strong rapport with multiple public & private sector stakeholders, both local and international, and manage differences between them; comfortable negotiating political relationships
• Powerful analytical skills with the ability to interpret complex and conflicting information with excellent judgment. Thinks analytically to provide innovative solutions to evolving situations during the delivery process.
• A self-starter with plenty of energy, able to meet deadlines under pressure and balance conflicting and changing priorities. Able to plan and prioritize own work and that of others.
• Shows integrity, professionalism and empathy with the mission and values of the Gatsby Charitable Foundation
• Excellent written and verbal communication skills in English essential; working knowledge of Kiswahili a significant advantage.
Qualifications, Experience and Expectations
• A minimum of ten years' relevant work experience, e.g. in private sector consultancy, development consultancy or development project management
• A minimum of five years' work experience in Africa, with demonstrable experience and understanding of smallholder agriculture and ideally cotton agronomy
• Strong track record of succesfulIy leading and managing projects with multiple stakeholders and large, multi-layered teams, handling annual budgets of at least $2m
• Proven experience of influencing public and private sector decision makers and communicating to a variety of audiences and media
• Higher education qualification in-Economics, Business or Agriculture.
