Head of Commercial - Tanzania
The Organisation
BG Group is progressing with the development of its recently announced gas discoveries offshore Tanzania. The multi-billion dollar development consist of two large sub-sea hubs which will feed a multi-train onshore LNG facility on the coast of Tanzania between Dar es Salaam and Mtwara. The gas would be liquefied and shipped primarily to Asia Pacific markets where demand in natural gas is growing. The project is currently in the Assess phase and is expected to move into the SELECT phase in 2014.
Position Summary
This is a Function Critical Role (FCR) upon which delegation of Function responsibility and authority to the asset relies. This position description and any subsequent changes require agreement between the VP Upstream and LNG and Head of Function.
Purpose of role is to:Lead BG Tanzania’s commercial business delivery and the commercialisation of gas discoveries via export and domestic sales in the context of the Gas Policy and key Commercial agreements.
Set BG Tanzania commercial strategy.
Influence the external environment and integrate with BG’s portfolio to maximize value.
Resource and develop BG Tanzania’s commercial organization.
Ensure functional activities are conducted in a manner consistent with the Internal Controls Framework (Business Principles, Policies and Standards and in particular Commercial Standards and Guidelines).

Key Accountabilities

As this position is a Function Critical Role, the job holder will have certain accountabilities agreed with the Head of Function and as set out in the Asset Function Accountability Standard, which are expected to involve:
· Contributing to delivery of the Business Plan by carrying out the Function/asset scope of work in accordance with the BG Way and the Internal Control Framework. In particular, this will require identifying any compliance gaps to functional standards, developing plans to address them and seeking dispensations as required.
· Implementing the Function strategy and improvement plans within the job holder’s defined scope of work.
OTHER KEY ACCOUNTABILITIES FOR THIS ROLE:
Owns & ensures delivery of BG Tanzania commercial strategy, integrating with BG Group’s portfolio to maximize portfolio position. Ensure co-ordination and optimization of licenses and exploration’s commercial activity, driving early integration of Commercial into business activities. Secure internal alignment for the delivery of BG Tanzania strategy and strategic implementation plans.
Assure commercial operations, functional excellence and compliance with VAF. Implement and adhere to BG Standards for all commercial activity.
Develop external relationships with key stakeholders, including Government, partners, other IOCs and Government owned entities.
Establish an effective commercial organisation. Oversee the deployment and development of commercial staff, with specific responsibility to ensure commercial, operations and asset leadership staff share crucial commercial knowledge, necessary to maximize value to asset bottom line.
In line with asset strategy and Business Plan achieve growth by identifying and developing value improvement opportunities (new ventures).
Ensure all new opportunities are effectively evaluated, screened and ranked in accordance with the asset and Region’s strategic priorities. Input to BG Tanzania opportunity screening process.
Provide leadership and guidance for BG’s regulatory and commercial input into the Tanzania Gas Policy and Gas Act.
Ensure timely and quality delivery of BG Tanzania inputs to Group strategy deliverables including REC strategy update, Board Planning Conference etc.
Secure, develop and maintain best talent (nationals and expatriates) in the right role now and in the future to achieve business goals
Unique Knowledge, Skills, Experience and Attribute
Experience Needed:
Successful experience in setting the strategic directions for a major asset that incorporates all aspects of BG’s business, from upstream through to LNG and downstream.
Specialist Knowledge/Skills / Languages:
A positive track record of business development, leveraging all aspects to ensure profitable results, within an international business environment and matrix organization structure.
Demonstrable ability to successfully lead and develop diverse multi-disciplined teams.
Proven track record of mentoring and coaching team members (nationals and expatriates) in career development. Specifically , demonstrable experience of identifying national talents and developing in line with career and succession plan
Extensive knowledge and experience of effectively using commercial, financial and risk mitigation tools and techniques.
Evidence of building and maintaining effective business relationships both internally and externally, especially with governments and business partners (e.g. National Oil Companies) in a multinational environment.
Strong negotiating experience, with a track record of origination through to closing of deals.
Has developed and presented complex commercial proposals to multiple internal and external senior stakeholders.
Evidence of a positive commitment to HSSE, showing leadership, intervention and implementation of company initiatives.Specialist Knowledge/Skills / Languages:
Education
Degree or equivalent expeinece. A higher degree or MBA would be desirable.
