Job Description

PATH is seeking a consultant to assist with implementation of PATH activities for the Access and Delivery Partnership project. The work will include administrative to technical activities and the consultant will play a key role in keeping project activities moving forward before, during and between country visits from four PATH technical staff based in Seattle.
Background
The Access and Delivery Partnership (ADP) is a five-year (2013 – 2017) project, established to help low and middle income countries (LMICs) expand their capacity to access and introduce new health technologies for TB, malaria and NTDs, as these technologies become available. Led and coordinated by UNDP, the project is a unique partnership that seeks to leverage the expertise within each organization to provide the full range of technical skills necessary to strengthen capacity in LMICs. Partners include the Special Programme for Research and Training in Tropical Diseases (WHO/TDR) based at the World Health Organization, and PATH.
The Partnership has identified a number of intervention points along the value chain that have critical impact on access and delivery of new health technologies, including the development of a conducive policy and legal environment, effective disease control and drug regulatory systems, sustainable financing for public health innovation and procurement of health technologies, as well as a proficient procurement and supply chain management. Project activities are thus aimed at delivering 5 key outputs as follows:
Output 1 (UNDP): Coherent policy and legal frameworks for expedited access and delivery of new health technologies.
Output 2 (WHO): Enhanced capacity for evaluation of epidemiological studies to identify country specific needs for new health technologies.
Output 3 (WHO): Strengthened health sector capacity for monitoring of Phase IV clinical trials of new health technologies.
Output 4 (PATH): Improved capacity to ensure sustainable financing for new health technologies and developed capacity for commercialization of health technologies to ensure appropriate pricing and adequate supply.
Output 5 (PATH): Enhanced capacity in supply chain and delivery systems.
Major Activities of Output 4 (2014):
- Assess the current health technology introduction processes, identify gaps, and create a road map for establishing and scaling up a health technology assessment mechanism through international/regional collaboration.
- Analyse the current resource allocation for priority disease areas and support health financing strategy process.
- Assess Tanzanian pharmaceutical industry capacity to understand product portfolios suitable for local production and competitiveness in the global market place.
Major Activities of Output 5 (2014):
- Conduct a capacity assessment of planning, procurement and distribution for new technologies.
- Roadmap what quantification capacity building has been performed or is planned by other organizations and identify gaps.
- Develop training materials and tools for quantification of new technologies.
- Capacity building for strengthening of procurement planning process based on findings from the May 2014 assessment. This may include workshops or process tools.
- Provide input and tools to support supply chain considerations in health technology assessment under output 4.
Scope of work for the consultant
- Serve as the focal point of contact and represent PATH's activities for ADP in Tanzania.
- Identify and engage key stakeholders relevant for project activities in collaboration with PATH Technical staff.
- Provide assistance to assessments that PATH Technical staff performs, including providing inputs/insights to assessment tools, collecting in-country information, attending or conducting stakeholder interviews with or on behalf of PATH Technical staff.
- Attend meetings and workshops with or on behalf of PATH and its Technical staff.
- Support project team in development of activity work plans in collaboration with key stakeholders by providing local context.
- Project coordination: Closely liaise with key stakeholders for follow up on completion of project activities; identify roadblocks to project activities, if any; provide feedback to project team in a timely manner, and collaborate to troubleshoot and address issues.
- Provide assistance with logistics arrangements for workshops such as setting up meetings between Stakeholders and PATH Technical staff (Stakeholders include government, NGO and donor communities).
- Facilitate discussions and enhance project activities by providing insights from local context and translation between English and Swahili if required.
- Engage with UNDP Tanzania office, as required.
60% LOE up to the end of 2014. Contract to be renewed depending on performance and scale up of project activities. LOE may also increase based on project activities.
Travels within Tanzania may be required.
Required Skills
- Deep understanding of health systems in Tanzania
- Knowledge of health technologies / commodities for Malaria, TB and Neglected Tropical Diseases.
- Fluent in Swahili and English
- 4 year degree
- Competent in Microsoft Office applications
Required Experience
- 7-10 years working in the health sector (Government, NGO or Donor agency experience preferred).
- Experience working with the Ministry of Health and other key stakeholders to this project.
Must have legal authorization to work in Tanzania.
