Executive Secretariat of the International Conference of the Great Lakes Region
Since the adoption of the Lusaka Declaration of December 2010, the Secretariat of the International Conference on the Great Lakes Region, in accordance with the framework of the Regional Initiative on Natural Resources (RINR), is tasked with designing regional strategies but also provide technical assistance for the implementation of the RINR at the national level. Its expended remit includes the monitoring and evaluation of progress in the implementation of the RINR at the member state level.
The Executive Secretariat must also monitor the implementation of the RINR and supervise its work in order to guarantee the credibility of the system. In this context, the Secretariat must support the set-up of verification mechanisms such as the Independent mineral chain Auditor, the tri-partite audit committee (including the Analytical fingerprint verification system) and the whistle blowing mechanism.
This job position is designed to technically assist and support the Democracy and Good Governance Program Officer and the Coordinator of the Technical Unit in the implementation of protocols and projects associated with the Democracy and Good Governance Program. The tasks and responsibilities of the position are described below.
Tasks and Responsibilities Advisory and technical assistance
In close coordination with the Program Officer, the selected candidate contributes to the preparation and execution of activities at the Regional Initiative on Natural Resources.
Conceptualization and preparation of workshops, seminars and other events; Writing of technical notes and reports;
Execution of priority activities for the program in cooperation with partners;
Review and analysis of technical documents, concept notes received from partner organizations, preparation of summaries for the supervisor;
Development of support communications;
Execution of other tasks related to the program as assigned by the supervisor;
Cooperation and Networking
Cooperation and assistance in sustaining a regular dialog with partner organizations; Promotion of strategic partnerships;
Outreach and development of key contacts and key organizations;
Knowledge Management
Regular transmission of information on development and approaches in the natural resources sector in the Great lakes region;
Coordination and Management
Support for the general strategic planning process: Monitoring of activities and the management of the documentation;
Assistance and support in the preparation of budgets as well financial documentation; Assistance and support in the drafting of terms of reference, selection ,monitoring and evaluation-of third party service providers;
Required Qualifications
A Master's/PhD degree in political sciences, business administration, geosciences(geography ,geology, mineralogy) or in a 'related discipline with relevant experience in the mining sector, natural resources;
At least five years of professional experience in a managerial position;
Very good understanding of the illegal exploitation of natural resources thematic and in the commerce of mineral resources in the African Great Lakes region;
Experience in development execution of projects and project reporting;
A developed sense of initiative and a good ability to synthesize;
Knowledge of the various international initiatives aiming to increase good governance in the mineral sector;
Fluency in French and English( written and verbal);
Communication: demonstrated competency in written and verbal communication, in writing reports and studies and other communications support;
Computer literacy: excellent knowledge and usage of Microsoft Office software; Flexibility: acceptance of frequent travel in the African Great lakes region and overseas;
A work experience in a an African regional organization would be an asset;
Duration
The work contract is until 31/12/2015 with the possibility of extension subject to ICGLR
