Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums. |
Organization Unit:
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology infrastructure which includes standards, user support and training, communication services (postal mail, voice, image, video, data), network services (file, print and computing), information exchange services (messaging, database, document base), desktop services (office productivity tools), administrative applications and software development environments. The Information Services Department manages the physical, human and organizational resources needed to design, deploy, operate, maintain and support the ITU information infrastructure. It also represents ITU in inter-organization meetings and committees related to information technology management. |
Duties / Responsibilities |
Under the direct supervision of the Head, CTS Division of the Information Services Department, the incumbent performs the following duties:
Provides operational support for the existing network (e.g. switches, routers) and IT security infrastructure (e.g. firewall, intrusion prevention system, Windows firewall) and related services in collaboration with other members of the CTS network team and external service providers; performs initial troubleshooting of network problems, escalates them to next level of support if required while keeping ownership of the problem.
Provides technical recommendation on possible improvements to quality of service and the use of existing or new technologies, internal and external services for facilitating and enabling the work of the Union and conferences.
Assists higher level colleagues in the preparation and smooth delivery of ICT services for remote ITU conferences/events. Liaises with the host country to clarify ICT requirements and identify potential sponsors with the objective to ensure smooth delivery of the ICT services.
Coordinates projects for ICT services, under the guidance of higher level IS colleagues, from gathering and analyzing requirements, feasibility studies to implementation, testing and commissioning. Services may include: LAN, WAN, data, voice and video systems, physical and virtual servers and clients platforms, Firewalls and IT security devices, etc.
Provides useful analytical support for the integration of new technologies for data, voice and video across the ITU network, server and firewall environment; ensures appropriate data security and accesses controls across local and wide area networks; monitors transactions to measure performance and ensuring the effectiveness of services.
Administers disaster recovery (e.g. backup and restore) activities related to network and servers, training staff/colleagues to implement them in order to ensure maximum readiness; ensures network, server, firewalls and security devices are at the appropriate release and security patch levels; ensures back up/recovery procedures are up-to-date.
Assists the server team in the administration, maintenance of physical and virtual servers, Active Directory.
Prepares reports or papers on related topics, technical documentation, information strategy, bids evaluation, etc. Provides support in various aspects of contract administration including call for bids, establishment of service level agreements with vendors, usage, capacity and performance reporting, etc..
Drafts, updates and maintains detailed system or functional specifications, user documentation, training material for the network, servers, firewalls, IPS, IDS, etc.
Provides guidance and conducts training sessions and demonstrations of systems for users; analyzes users' requirements and translates these into new services in collaboration with other IS Divisions.
Performs other related duties as assigned by the supervisor to ensure the success of the team: Working or being on-call outside normal working hours will be required in order to maintain the 24x7 operations.

Qualifications required |
Education:
University degree in information systems, computer science or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above. |
Experience:
At least three years of progressively responsible experience in the field of the post. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience. |
Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.) |
