Project Manager for Dialogue in the Dark (DiD) centre at NUDOR, Kigali, Rwanda - DEADLINE: 21/03/2014
1. Background
The National Union of the Disability Organizations of Rwanda (NUDOR) is a permanent organization that was established as a civil society organization since September 2010 by 8 National organizations of Persons with Disabilities. NUDOR aims to ensure that People with disabilities are benefiting from capacity building for self engagement, especially participation in poverty alleviation through facilitation of self and formal employment and general improvement of their standards of life.
In partnership with Christian Blind Mission (CBM) and Dialogue Social Enterprise (DSE), the National Union of Disabilities’ Organisations of Rwanda (NUDOR) is planning to establish a Dialogue in the Dark (DiD) centre in Kigali, Rwanda. For this specific purpose, NUDOR is recruiting a suitable and qualified person to support the establishment and running such first centre in Rwanda.
The Project Manager will play the key role in establishing the first Dialogue in the Dark (DiD) centre in Kigali, Rwanda. His/her job requires leading, lobbying, networking, partnering, planning, coordinating, administering, supervising and facilitating the entire set-up and operation of DiD in Rwanda. He/she works closely with the National Union of Disabilities’’ Organizations of Rwanda (NUDOR) Executive Secretary whose responsibilities involves reporting to Christian Blind Mission (CBM) and inform the Dialogue Social Enterprise (DSE).
2. Key Roles and Responsibilities
Reporting directly to NUDOR –Executive Secretary, the Project Manager shall accomplish the following roles and responsibilities:
- Play a key role in Establishing, promoting, and maintaining relationships with potential partners, governmental bodies, investors, share-holders, clients and other institutions
- Raise funds with local and international institutions, companies and development organisations
- Political lobbying for people with disabilities in general and DiD Rwanda in particular
- Plan and coordinate a DiD kick-off event in Kigali
- Facilitate recruitment of visually impaired guides/trainers
- Establish (a data-base for) a mentorship program of blind DiD guides and corporation.
- Participate in Management, review and plan budgetary and financial matters
- Establish best practices in DiD operations-, human resource-, and financial-management, as well as promote sustainability and good corporate governance
- Ensure timely and quality documentation and reporting of the different projects interventions as per the requirements of the donors
- Engage for development of Project Concept Notes and the subsequent development of proposals and budgets related to, in line with NUDOR strategic and operational plans, donors’ guidelines and relevant Concern strategies.
- Build the capacity of NUDOR membership organizations around dialogue in the dark and social enterprise
- Prepare project reports in line with reporting required in Grant Agreement Document;
- Participate in elaboration of periodically revision the NUDOR program's budgets.
- To develop monitoring systems which provide timely, accurate, disaggregated information on impact and involve all stakeholders in their development and use.
- Ensure that lessons learned are documented, shared (within and outside of NUDOR), and encourage wider application of such learning where appropriate.
- Develop and sustain positive working relationship with key stakeholders in disability area in order to influence disability policies and practices and Collaborate with membership organization and different key stakeholders
- to maximize impact whilst supporting/developing and building networks and platforms that support NUDOR’s mission.
- Undertake any other activities required for the fulfillment of the objectives of the NUDOR.
- Managing risks and issues and taking corrective measurements
- Leading the project to its successful completion
- Track, evaluate and liaise with the DiD franchisor (DSE)
- Maintain and promote established partnerships/sponsorships
- Strengthen the business by initiating new businesses or products of DiD
- Promote inclusion, diversity and social entrepreneurship within Rwanda
3. Skills for the Roles and responsibilities
3.1. Experience of project and projects management requirements
- Knowledge and handling of project and program management methodology and techniques
- Understanding of the wider objectives of the program
- Ability to work positively with the range of individuals involved in the program
- Strong leadership and management skills
- Good knowledge of budgeting and resource allocation procedures
- Ability to find innovative ways to resolve problems
- Long experience of effective program management. Having been a strong member of program management team(s)
- Solid proficiency in program and project management methodologies
- Strong knowledge and experience in the use of the various tools
- Ability to put theory in practice
- Clarity during chaos
- Strong interpersonal and communication skills.
3.2. Requirements:
The Project Manager must fulfill the following requirements:
- Master’s Degree in Management, Project Management, Social/Development Studies or related field
- Excellent project management skills with a focus on drive and execution
- Excellent analytical, communication and presentation skills with the ability to present to executive clients/partners
- Relevant experiences in Program or Project Management in well recognized Organization. (At least 3 years experience in a similar or related position preferably in an NGO/ CSO)
- Knowledge of a social change movement, preferably knowledge of the disability movement in Rwanda or elsewhere.
- Organizational and business background and Proven leadership experience
- Knowledge of and being well connected in Rwanda’s disability movement and development scene and Knowledge of and connection to educational sector as a plus
- Fund-raising background and Sales and marketing background as a plus
- Financial Management background as a plus
- Fluent English Kinyarwanda and French as an added advantage.
- Ability to work independently and under pressure
- Computer skills with expertise in Power point, Word, and Excel
