Job Title: Project Facilitator for PNS & Grants
Reports to: Program Development Coordinator
Location; ADP Offices
Purpose of the position:
To provide technical support in designing, implementing, monitoring , Evaluation and reporting of grants and Non Sponsorship Projects (PNS) for effective projects management in World Vision Tanzania Area of Development (ADP).

Major Responsibilities
1. Strategic Engagement
• Collaborate and develop effective working relationship with local government and community leaders, civil society organizations such as CBOs, NGOs, FBOs and other agencies for increase support and participation to ADP
• Ensure effective communication with various stakeholders for smooth project implementation and monitoring
• Ensure compliance of the project to established standards.
2. Project Development
• Provide technical support in the preparation of organizational and departments strategies at ADP level
• Prepare and Provide technical support in the preparation of annual operation plans and ADP level
• Take lead in the development of project/program proposals, budgets, exit strategies and end of project evaluations/reflections
3. Project/program Implementation
• Provide technical Support the process planning, development and implementation of projects/programs and monitoring of ongoing grants and PNS to meet desired standards and objectives based on the country strategic plans
• Facilitate in organizing and facilitating dialogues meetings, workshops and seminars with community leaders, Civil Society Organizations such as CBOs, NGOs, FBOs and other agencies for increase support and participation to ADP
• Monitor the implementation of the program and/or project activities including learning centers initiatives, document best practices and most significant success stories
4. Funding and Financial Management
• Work with the finance and accounting department to control budget expenses
• Review of budget expenses line items and funds received from donor as per the agreement with WVI and donor
• Close monitor of project funds
5. Quality Assurance and reporting
• Prepare monthly, quarterly and annual project reports
• Undertake regular data collection, compilation, analysis and utilization of data/information based on project/program M&E plan
• Provide technical support to programs/projects on baseline /evaluation process (Prepare TORs etc)
• Facilitating community feedback exercises after baseline/evaluation exercises
• Ensure all developed project management tools developed to solve issues hindering effective implementation of program/project plans are being used efficiently
• Develop work breakdown structure (WBS) use to enhance effective implementation of project plans
• Report immediately issues hindering implementation of projects plans
6. Community empowerment to ensure project management standards
• Conduct training to local institutions (CBO, CCC etc) to implement project activities and contribute to achieving Child Well-being Outcomes (CWBO) within the community
• Strengthen and build capacity of the existing groups (Farmers, VICOBA, VSLA, IGAs, livestock keepers, beekeepers, horticultural etc) who are working for child well-being, especially the most vulnerable
• In collaboration with Government Extension Officers, conduct capacity Building to the community owned resource person (Community based health change agents, agriculture facilitators councilors etc) on various child focused development aspects
7. Champion Tanzania Empowerment ADP Model (TEAM) Roll out Orient the community on the TEAM model
• Contribute to the Monitoring and implementation of TEAM/document and share learning
• Support in the Development of proposals/concepts that are align with the Organization Strategy(FY 13-15) at ADP level
• Support in Organizing capacity building sessions on proposals/concept note development at ADP level

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a formal education, prior experience or on-the-job training:
Minimum Qualification required:
Advance Diploma or Degree in community Development, Economic Development, Agriculture, Commerce and Social science
Experience: 1 year.
Preferred: Experience in project management, community development, local partnering.
Technical Skills & Abilities:
• Demonstrate ability in monitoring and supervision
• Working knowledge in Proposal writing and negotiations skills
• Good planning and organizational skills
• Experience in working with various donors funds/grants management
• Ability to maintain effective working relationship with all levels of staff and donors
• Ability to draft report and develop budget for project activities
• Good command of IT, using emails, internet, database and search engine
• Computer skills and knowledge in food accounting software and tools
• Good communication skills in English and Kiswahili.
• Have good public presentation skills
• Ability to manage and maintain effective working relationships with all levels of staff and donors
• Leadership skills
Working Environment / Conditions:
• Work environment: Field Office based
• Travel: 10% Domestic/international travel is required.
• On call: 5%
