Job Title: Senior Operation Manager


Reports to: Integrated Programs Director

Purpose of the position:
To provide Leadership and technical support to sponsorship operations to National Office, Cluster, and ADPs for transformation of children, families, communities and sponsors for attainment of Child Well Being.
Must develop/ maintain and be a visionary leader, able to impart his/her vision to others and manage the change.

Major Responsibilities;
1. Leadership & Staff Management:
• Provide effective leadership to staff within the Sponsorship Unit and directly manage all the staff within the unit;
• Lead the successful development, elaboration and roll out of all Sponsorship program elements in the National Office and ADP strategic and operational plans that focus specifically on child well-being;
• Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower staff engaged in sponsorship.
• Ensure that professional development activities, including appraisals, performance agreements, monitoring and needed training and mentoring activities are successfully carried out;
• Ensure sponsorship operations in WV Tanzania are aligned to the partnership standards.
• Develop and update the RC projections and plans.
2. Support Sponsorship businesses, Systems and Processes:
• Ensure that ADP and Clusters have the appropriate sponsorship systems and processes in place and receive timely technical support needed to meet or exceed WVI key performance indicators for sponsorship and achieve acceptable operational audit results;
• Ensure that business processes, standards and policies developed in coordination with other WV Tanzania entities that support program interventions for Sponsorship are aligned with WV and other relevant standards;
• Ensure that all staff within the Sponsorship Unit meet or exceed basic professional requirements and conduct themselves in accordance with WV policies and principles;
3. Manage Key Performance Indicators.
• Develop plans and guidelines for effective and efficient management of Sponsorship KPIs
• Track and monitor KPIs and advise Field Teams as well as SMT on ways to improve performance.
• Guide teams in the management of KPIs in keeping with partnership and National Office contextualized standards.
• Build teams, coach, mentor and train staff to manage sponsorship operations efficiently & effectively.
• Develop tracking and monitoring tools for Sponsorship Key Performance Indicators.
• Carry out field visits and online support for Staff.
• Compile Sponsorship Activity Schedules and guide Clusters/ADPs to contextualize them
• Manage Annual Partnership Sponsorship processes like Annual Reconciliations and Censuses
4. Programming & Integration:
• Ensure quality, focus and feasibility in the development, design, implementation, monitoring and evaluation of sponsorship program interventions in integrated child development
• Ensure that these interventions are designed and developed not only in alignment with a fully integrated three track ministry approach but also in compliance with Minimum Sponsorship Programming standards;
• Lead the provision and/or establishment of needed tools, methodological approaches, technical assistance, training / capacity building, DME support and accompanying business processes to ensure that program interventions in Sponsorship achieve or surpass Sponsorship Operations objectives;
• Lead the successful development, elaboration and roll out of implementation strategies and operational guidelines in response to Sponsorship programming priorities;
5. Support Office, Global Center & Donor Engagement:
• Engage with key internal and external stakeholders, including other WV Tanzania entities (Finance Division, P&C QA, and Supply Chain) as well as Region Office, Support Office, and Global Centre representatives.
• Implement all the sponsorship operations and programming initiatives.
• Coordinate implementation of new initiatives – sponsorship 2.0, rCMS, and systems upgrades and approved tools for sponsorship operations.

Job Title: ICT Manager


Reports to: Support Services Director
Location; Head Office
Purpose of the position:
To provide leadership and management of Information and Communication Technology (ICT) and establish ICT as a Critical Success Factor in all World Vision’s work. To build ICT capacity in the National Office that will support the ministry and contribute to its effectiveness, quality and accountability. To provide vision and leadership in recognizing and exploiting the potential of evolving Information and Communication Technologies to support World Vision Tanzania’s vision and strategy.

Major Responsibilities;
1. ICT Strategic Leadership
• Develop and maintain a 3-year National Office ICT Strategy and related policies and standards that are aligned with Partnership and Regional ICT strategy, policies and standards and National Office Strategy.
• Prepare, review and monitor the ICT Annual Budget and Operating Plan to ensure effective implementation of the ICT Strategy.
• Provide leadership and advise National Office Leadership Team on ICT Developments and Policy Issues and their impact on the National Office operations and strategy
• Provide leadership and management to the National ICT team. Work closely with, manage and provide mentoring and development of the team.
2. ICT Management

• Maintain an aggregated view of all significant/major ICT projects status and schedule for implementation and support across the National Office.
• Work closely with Regional and Global ICT teams to ensure that the National Office meets the minimum Partnership standards for telecommunications, technology and applications.
• Manage the introduction, implementation and support of appropriate information and communication technology in the National Office in line with Partnership standards and policies and local legal requirements.
• Develop the capacity of the ICT team through training and coaching methodologies to ensure that there is sufficient skill sets to provide and support ICT services to the organization.
• Manage the introduction of structured end-user capacity building to ensure optimal and efficient use of all the ICT systems/tools available to the organization.
• Manage relationships with role players and stakeholders in the ICT industry both internal and external to World Vision, for example hardware and software vendors, service providers, industry regulators, consultants, etc.
• Represent the NO in Partnership ICT and other Forums as required by the ND, Regional Engagement Manager.
• Provide regular and ad hoc management reports for performance benchmarking and decision making and technical reports for operational support.
• Identify opportunities for innovation and foster the development of creative solutions that help the organization to better fulfill its mission and vision.

3. ICT Operations
• Develop, deploy and maintain appropriate ICT Infrastructure and Connectivity solutions for both head office and field offices for secure, efficient and effective flow of information to facilitate operations and decision making. This may include but not limited to Servers, Local Area Networks (LAN), Wide Area Network (WAN) and Internet Connectivity for integrated data, voice and video applications.
• Provide, deploy and maintain Personal Productivity Tools such as desk top computers, laptops, Blackberries, Personal Digital Assistants (PDAs), business mobile phones, etc; and software based productivity tools such as email, Office Applications (Word, Excel, PowerPoint), WebEx among others.
• Develop, deploy and maintain appropriate Business Applications that support critical business processes to ensure accurate data gathering, storage, retrieval, processing and reporting to facilitate operations and decision making. This may include but not limited to acquisition and implementation of commercial business applications such as Sun Systems or custom built partnership applications such as STEP, PMIS, PCIS, and Asset Inventory etc.
• Develop, deploy and maintain appropriate security systems that ensure Network, Systems and Data Security from internal and external security threats. This will include both physical and logical security solutions such as biometric access control, network firewall systems, Active Director Security, Antivirus, Anti-spam, Antispyware and personal firewall solutions, etc.
• Develop, document, implement, test and review Business Continuity Plan (Disaster Recovery Plan) in alignment with the National Office Disaster.
• Mitigation and Management Plans for ensuring high systems availability and business continuity. This includes but not limited to running an automated data backup system, off-site storage of backup data, redundant systems for mission critical applications, etc.
• Develop, deploy and maintain performance Monitoring and Reporting systems that provide management and technical reports for decision making and operational support

4. ICT Support

• Establish appropriate operational procedures, tools and resources for effective and timely delivery of technical support to all users (at the head office and field offices) that ensures high user productivity and guarantees customer satisfaction.
• Work with the Regional and Global ICT Teams to Leverage global ICT resources to access specialized network or applications support.
• Provide feedback to Regional and Global ICT teams on performance of various applications and systems for ongoing field performance improvement.
5. Other
• Special assignments as appropriate to the role.

Job Title: Project Facilitator for PNS & Grants

Purpose of the position:
To provide technical support in designing, implementing, monitoring , Evaluation and reporting of grants and Non Sponsorship Projects (PNS) for effective projects management in World Vision Tanzania Area of Development (ADP).

Major Responsibilities
1. Strategic Engagement
• Collaborate and develop effective working relationship with local government and community leaders, civil society organizations such as CBOs, NGOs, FBOs and other agencies for increase support and participation to ADP
• Ensure effective communication with various stakeholders for smooth project implementation and monitoring
• Ensure compliance of the project to established standards.
2. Project Development
• Provide technical support in the preparation of organizational and departments strategies at ADP level
• Prepare and Provide technical support in the preparation of annual operation plans and ADP level

• In collaboration with Government Extension Officers, conduct capacity Building to the community owned resource person (Community based health change agents, agriculture facilitators councilors etc) on various child focused development aspects
7. Champion Tanzania Empowerment ADP Model (TEAM) Roll out Orient the community on the TEAM model
• Contribute to the Monitoring and implementation of TEAM/document and share learning
• Support in the Development of proposals/concepts that are align with the Organization Strategy(FY 13-15) at ADP level
• Support in Organizing capacity building sessions on proposals/concept note development at ADP level

Purpose of Position
Provide P&C strategic, technical and administrative support, while facilitating teamwork that will enhance efficient and effective service delivery necessary to maintain a healthy People & culture environment, to all stakeholders that include:
• All WV Tanzania - based national hired / international staff and regional international staff hosted in Tanzania.

Major Responsibilities:
Coordination of acquisition of national hired staff (Recruitment)
• P&C Business Partnering with line managers on the acquisition of staff

Team Performance Management
• Facilitate development of performance agreement and individual learning and development plans for NO P&C Officers and P&C assistants.

• Ensure monthly one to one meetings take place with NO P&C team supervised on performance and implementation of agreed action points.
Ensure timely completion of mid-year and annual performance review for NO P&C team supervised and provision of a detailed analysis of the team’s performance to the P&C Director.
Compensation & Benefits

• Facilitate coordination of all national hired staff training in collaboration with respective division (self initiated programs as well as organization programs) as per staff development plans.
• Ensure staffs training needs are identified for national hired staff and appropriate training and development activities are timely implemented.
• Facilitate staff capacity building on HR issues and labor laws for healthy and safe working environment to all staff
• In collaboration with respective division develop a TOT’s in various fields
• Coordinate with external accreditation bodies to ensure that training materials meet accreditation standards
• Keeping records of all training given Coordinating and updating staff development plans as identified from Individual Learning and Development plans
• Guide managers and other employees in matters related to career development, employee relations, workplace ethics and performance management.
Develop and drive employee assistance programmes, career management programmes and improvement in work place environment and facilitate employee engagement within WVT for national hired staff.
Staff Relations
• Provide guidance to all staff on employee relations issues, grievance and disciplinary procedures and promote sound employee relations for national hired staff in WVT.
• Maintain an effective negotiation process and harmonious employee/employer relationship.
• Effective management of disciplinary and grievance issues, and effective communication processes.
• Work as a secretary to the disciplinary hearing convened at the head office.
• Coordinate with the P&C Director in carrying our HR wellbeing surveys.
• Carry out HR field visits to address national hired staff concerns that may need attention and provide support to Zonal P&C.
Keep abreast and updated with the challenges in the labor law and legislations and provide technical guidance to all stakeholders on issues of statutory changes or requirements for decision making.

P&C Networking
Networking with other line managers, HR associations and related institutions or HR staff in other International NGOs or organizations in Tanzania.
P&C Strategic Development and alignment
• Participate in the development and implementation of the P&C division strategic plan, annual operation plan and budgets.
• Develop and Manage P&C Budget for National hired staff
• Keep abreast with strategic P&C issues at NO and RO level and provide input into the development of NO strategic initiatives.
Review, update and maintain WV HR policies and procedures in line with the laws of the land and EARO requirements for alignment purposes.
Reports
• Ensure quality and timely submission of the P&C monthly report for National hired staff (by 25th of the month) which also links to the P&C performance indicators and agreed dashboards.
• Ensure reporting of P&C budget utilization for the existing FY at the end of each quarter for decision making and planning in the next quarter.

Management of Existing P&C process & Systems
• Provide management of existing national hired staff P&C processes and systems to ensure effective P&C service delivery.
• Monitor the implementation of the People and Culture Information System (PCIS) / Our People ensuring data for national hired staff is as accurate as possible.
International Staff Care
• Support the P&C Director in the management of P&C services for international staff based in Tanzania (as well international staff on secondment to WV Tanzania) on work permit processing, contract renewal management, performance management, benefits administration, facilitating housing and any other entailments in accordance to WV policy.
• Provide technical P&C support in the absence other P&C Manager (FO Operations).
• Support the P&C Director on assigned tasks or projects.
